The well-facilitied capital farmland construction is important initiative to strengthen cultivated land protection and ensure food security.Along with growing prominence of contradiction between land and population and cultivated land protection,it is imminent to research well-facilitied capital farmland construction. The construction project area location is not scientific, research the construction project area location of well-facilitied capital farmland can resolve it.It can provide support of theory for well-facilitied capital farmland construction and information managementTaking Xinzheng City in Henan Province as an example, the suitability and spatial stability of the well-facilitied capital farmland construction were researched based on evaluation model of suitability and spatial stability of the well-facilitied capital farmland construction to improve scientificity of construction project area location of well-facilitied capital farmland. Then optimum model of construction project area was established based on coupling coordination degree to confirm difficulty of well-facilitied capital farmland construction. The agglomeration of difficulty level was explicitly by Hot-Spot Analysis, and the construction project area was selected.(1)The evaluation index system was established according to natural condition, infrastructure conditions and cultivated land morphology, and the weight of evaluation index was calculated by AHP and entropy method. The comprehensive index evaluation model was constructed to research suitability of well-facilitied capital farmland construction. The suitability of well-facilitied capital farmland construction was divided into highly suitable, moderate suitable, low suitable and unsuitability based on Natural breaks. The area of highly suitable, moderate suitable, low suitable and unsuitability was respectively 21100.23hm2,20781.83hm2,11795.53hm2 and 489.39hm2,and the area proportion was respectively 38.95%,38.37%,21.78%,0.90%.(2)The evaluation index system of spatial stability was established based on location conditions cultivated land traits, planning controls and ecological situation, and the weight of evaluation index was calculated by combination weighting. The TOPSIS model was established to evaluate the spatial stability of well-facilitied capital farmland construction. The spatial stability was divided into highly stability, moderate stability, low stability and instability by Natural breaks. The area of highly stability, moderatestability, low stability and instability was respectively 25432.42hm2,12372.86hm2,7768.95hm2 and 8592.75hm2,and the cultivated land area proportion was respectively46.95%、22.84%、14.34%、15.86%.(3)The optimum model of construction project area was established based on coupling coordination degree. Therefore, the difficulty of well-facilitied capital farmland construction was determined by standard of coupling coordination degree used, such as basically possesses, further improvement, comprehensive regulation and unsuitable construction. The grade area was 22431.44 hm2,19604.61 hm2,310.08 hm2 and 11820.85 hm2 respectively, and the area proportion was 41.41%,36.19%,0.57%and 21.82% respectively.(4)The agglomeration of coupling coordination degree was determined based on Hot-Spot Analysis.Combining the difficulty of well-facilitied capital farmland construction, the construction project area was selected. The project of well-facilitied capital farmland construction involved six towns, and the total scale of construction project was 3591.18hm2.The well-facilitied capital farmland could complete construction area was 3455.87 hm2,the cultivated land added 12.84 hm2.
