The Research Of Well-facilitied Capital Farmland Construction Based On Land Evaluation

Rural land consolidation work and well-facilitied capital farmland construction has been highly valued by the Central Pary Committee and the State Council. To build400000000acres of well-facilitied capital farmland is a core task for rural land consolidation work of the12th Five Year Plan. A large-scale construction of well-facilitied capital farmland can improve the comprehensive grain production capacity,consolidate the basis of food security. At present, the compilation work of national land planning is being carried out comprehensively. The paper investigates the issues of how to arrange the well-facilitied capital farmland construction in layout, and how to appropriately select types of construction mode in order to prompt land consolidation proficiency.The construction of well-facilitied capital farmland is not only affected by the quality of farmland itself, but also depends on external environm-ent conditions, administrative decisions and ecological safety requirements. This paper adopts a comprehensive multi-factor analysis and evaluates farmland quality via indicators of soil conditions,infrastructure, construction conditions and potentials, as well as spatial patterns. On this basis, geographic conditions, administrative decisions and ecological requirements are modified in the comprehensive evaluation of farmland quality. Comprehensive and classified rankings of the results of the evaluation, and use it to determine the spatial distribution of high standard farmland construction, and combine with other restriction factors to analyze different construction modes and establish high standards farmlands. Take Bishan County of Chongqing as an example to study. The results showed that:(1)The results of well-facilitied capital farmland quality comprehensive evaluation is in line with the actual situation of the study area, it has a certain significance for the preparation of the land for a reasonable remediation plan and well-facilitied capital farmland spatiotemporal layout.(2) Considering the administrative decision-making factor in the quality progressively corrected of basic farmland itself, it can be better carried out well-facilitied capital farmland construction and it has the operability.(3) According to the comprehensive sorting score ranking and Chongqing assigned the standard basic farmland indicators, identify the most suitable high yields irrespective of drought and waterlogging capital farmland area for research areas is7419.54hectare, well-facilitied capital farmland study area can be divided into3periods that is the recent (basically have),medium (slightly modified) and forward (full remediation), the construction scale is respectively1451.95hectare,2744.55hectare and3223.04hectare.(4) Using SPSS software,the limiting factor alternated by engineering and bio-transformation means to analysis the high standard of basic farmland construction project can be divided into three modes:Bishan North infrastructure improve projects is given priority to with construction of water conservancy projects and irrigation technology lord improvement, this area is thekey areas of developing modern agriculture, but also the important area of high yields irrespective of drought and waterlogging high standard basic farmland; Bishan middle slope treatment project takes land leveling and improvement of soil fertility as the main content,which area is near the town. It has the excellent transportation and well developed traditional agriculture;Bishan south farmland ecological improvement project is the mainly to construct the farmland shelterbelt and improve road conditions, this area^s development is turning towards the leisure tourism, eco-tourism, industrial tourism, agro-tourism, urban outskirts of the main city boutique series and so on.
