Empirical Research On The Influence Of Fiscal Expenditure Structure On Economic Of Country-Level Government

The local public financial expenditure problem is not only one of the core problems in localpublic finance framework, but also an important part of local economic and social development. Theexpenditure of the local governments has a significant impact on public utilities development, infrastructureconstruction, adjustment of industrial structure, and the whole country’s economic and social development.Therefore, for a long time, local public financial expenditure is always the key subject for the domestic andforeign scholars. In recent years, the process of building a service-oriented government in China has beencontinuously expanded and deepened. However, the lag and the weakness of county economy developmenthave hindered the construction of service-oriented government in our country to some extent. The countyeconomy is the important foundation of the national economy in China and the basic carrier of building awell-off society in an all-round way in our country. The county’s population accounts for most of thepopulation, the development of county economy will fundamentally solve the problem of the survival anddevelopment of the vast majority of the population in China. So how to use the limited financial revenue toprovide public services is the significance part of the financial expenditure structure. This paper studies theX county financial expenditure structure, which has practical significance; the construction of aservice-oriented government need how much financial expenditure and how to input. In this paper, thestudy on X county financial expenditure structure has realistic significance.Based on X county of Henan province, this paper studies the influence of the county financialexpenditure structure on the county economy growth. Firstly, in the basic theory chapters, I held in-depthdiscussions on “the financial expenditure growth theory in economic development phase”,“new classiceconomic growth theory”,“endogenous growth theory” and the structure of financial expenditure andeconomic growth; Secondly I carried out a large amount of data collection, sorting and empiricallyestimating X county’s current situation of financial expenditure and I also empirically analysis the basicconstruction expenditure, expenditure for supporting agriculture, the county social spending andadministrative expenses related to the masses’ vital interests or economic development. Therefore, I canbetter grasp the essence of the problem and enhance the scientific and convincing arguments; Finally, I put forward the corresponding policy recommendations to solve the problem.Currently, establishing corresponding to the socialist market economy of the public financesystem has become the basic direction of financial reform in our country. As the basic unit of the localfinancial expenditure, the county financial expenditure occupies an important position in economic andsocial life. So we must realize that county financial expenditure is not only a financial problem, but also acomprehensive economic and social problem. How to take comprehensive measures to solve practicalproblems, and how to meet the county finance special needs and balance the equalization of the publicspending are still the major issues that need continuous exploration both in theory and practice.
