The planning as the first national special planning in the field of basic public services,promotes to improve the livelihood of the people by focusing on the basis of socialist public serviceconstruction, and strive to make all the people, especially the social vulnerable groups, receive essentialeducation/payment/,medical services and pension which their deserve, to facilitate the construction of equalbasic public services schedule. The realization of equalization of public services can help to solve theproblem of the livelihood of the people, carry out the Scientific Outlook on Development and building aSocialist Harmonious Society. The connotation of basic equalization of public services: on the one hand,the people enjoy the equal basic public services, on the other hand, the people have the choice andautonomy of public service. At present, our country’s supply and demand of basic public service areimbalance, the contradiction between economic development and sharing are intensifying, and acceleratethe realization of basic public services equalization has been imminent. The Report of The17th NationalCongress explicitly proposed that it is a significant strategy to the realization of basic equalization of publicservices, and require all authorities to improve the responsibility consciousness and management level, assoon as possible establish a rich Chinese characteristics of socialist public service system and the formationof the national public service system, and gradually achieve basic equalization of public services.Ensuring the people across the country, including rural migrant workers, could share achievement andopportunities in the field of employment services, social security, public education, and many other publicservice, to provide reasonable system and security for rural migrant workers integrate into the city.Zhengzhou City uses construction of Economic Zone of Central China as an opportunity, and create a goodenvironment for development. Rural migrant workers in Zhengzhou City, which as the core of the risingcity in central China, especially the construction workers, undoubtedly are the main force of cityconstruction, who made great contribution to urban. Therefore the government has the responsibility to letthem share the achievements of urban development. In the front of phenomenon that personnel unequal of basic public services receiving by construction workers, the government is necessary to perform thefunction of public services, operates effective, to implement equalization of public services of migrantworkers, to narrow the regional gap between rich and poor, to promote social justice, maintain socialharmony and stability, to ensure all the people sharing development outcomes.Based on the new public service theory, people-oriented theory and social justice theory, by using themethod of documentary, questionnaire survey method, comparative study method and analysis of induction,in building services company in Henan province Zhengzhou city as an example, bring not equal access tobasic public services and construction services for the staff of Zhengzhou City and the restriction of equalconsequence basic public services development in Zhengzhou city construction labor factors are analyzed.The relevant countermeasures on the basis of the Zhengzhou city building labor service personnel of theequalization of basic public services is proposed, for the government to resolve Zhengzhou constructionworkers not equal access to basic public service problem of finding effective solutions.
