Since nowadays calamities such as natural disasters, public health emergencies, andsignificant accidents occur frequently and capriciously, sufficient materials for logistical supportshould be provided in order to minimize the loss of life and property in those emergencies.Besides, the emergency logistics usually happens in a sudden and it is hard to predicte, react anddeal with it, and it also requires a large number of various emergency materials, all those factorsabove are calling for a highly qualified emergency logistics system. It has been proved that theintegration of military and civil emergency logistics system is becoming the general trend of thetime. Then, it is of great importance to build such a system to ensure rational and effective use ofall the available resources and subjects. Hence, the study of such an integrated system to modifyits theoretical system and propose solutions are of guiding significance to the integration ofChina’s military and civil emergency logistics development.The basic theory of the integrative civil-military emergency logistics system is introduced inthis paper firstly, not only the concept of emergency logistics system but also the connotation andcomposition of the integrative civil-military emergency logistics system are elaborated, which isthe foundation of follow-up studies. Secondly, we focused on discussing the contingency plans indetails by introducing its design criteria and specific preparation process and then have a furthuranalysis on the applicant of the Analytic Hierarchy Process(AHP) methodology used in this plan.Thirdly, the characteristics and limitations of the system and on this basis are summerized, anumber of strategies and concrete solutions are provided. Finally, an example associated with theWenchuan earthquake are illustrated, the effectiveness and problems of this logistics in the rescueactions, as well as a number of suggestions for the construction and improvement of theintegration of this military and civil emergency logistics system are presented.
