The Knowledge economy engulfs the entire world at present age.The knowledge power is surpassing the capital power. It is becoming thedominant of life. But the knowledge create、using、transformation andvalue rising should realize through knowledge carriers-called knowledgeworkers (or knowledge staff). Knowledge staff are becoming main forcesof social progress and economic development. Who own the knowledgestaff, He can control the priority of future economic development, alsocan remain invincible in future competition.With the improvement of people’s important understanding ofknowledge staff, The enterprises pay more and more attention ofknowledge staff performance assessment. But how to design a scientificindex, standard content, controlled process and standard methodperformance assessment system is becoming the focus of enterprise andacademic circles. also it is a difficult point. The thesis which is based onthe point of “JL Company” analyzes its current performance assessmentsituation and existing problems, puts forward the method of knowledgestaff performance assessment of JL company–Balanced Scorecard,and designs the knowledge staff performance assessment system ofstrategic target, index system, index proportion, measurement sheet, cycleand process, model and feedback.360degree assessment method will bethe supplement. So it solves the big problem of JL company knowledgestaff performance assessment “what assess, how to assess, who assessand assess for whom”. Also provides a modern, regular, targeted,adaptive and creative thinking and implement approach for enterprises’knowledge staff performance assessment through key points drawingstrings, strings drawing surface.
