After the Third Plenary Session of the Eleventh Central Committee of the Party, Chinese rural household contract responsibility system greatly mobilized the enthusiasm for production of the majority of farmers, and then the agricultural economy has been developing rapidly in China. Since the1990s, with the gradual establishment of the socialist market economic system and the continuous development of the rural economy, the contradiction between the thousands of small producers and big market is more and more prominent. Therefore develop specialized farmer cooperative effectively is an important way to resolve this contradiction. In recent years, the farmer cooperatives developed very quickly. By the end of2011, the total number of national farmers’professional cooperatives developed to509,000, which was identified as the model of65,000in the agricultural sector, accounting for12.8%of the total number of cooperatives. Farmer cooperatives have34,441,000members (households), an average of nearly70members of each cooperative. Through the cooperatives encourage non-members53.66million households which each cooperative driving105households on average. Farmer professional cooperatives play an important role in the development of modern agriculture and promote the industrial management of agriculture, improve the degree of organization of farmers and the increase of farmers’income, as well as construction of new Socialist rural areas.This article is based in Jingzhou, analyzed the status and characteristics and the problems of the development of farmer professional cooperatives of Jingzhou City, proposing the corresponding countermeasures. The main contents and conclusions of the full text are as follows:First of all, it presented the concepts and theories of farmer professional cooperatives.Farmer professional cooperatives established in the rural household contract management on the basis of mutual aid economic organizations. It is a similar agricultural production operator or similar agricultural production or management services provider. By analyzing Marxism cooperation in economic theory,"rational choice" theory and Collaborative productivity theory came to generation and development of farmer professional cooperatives has great practical significance. It is mainly reflected in four aspects. Farmer professional cooperative is an important carrier of modern agriculture. It based on its own strengths and promoted the development of modern agriculture, such as scientific breeding, mechanization of operations, standardization of production, the scale of operations and brand sales by organizing of the majority of farmers. Meanwhile, it is a forceful measure to promote agricultural development and increase farmers’income. Farmer professional cooperatives get thousands of small households and large markets together, introduce decentralized management of farmers into the industrial management of agriculture system, help the product to achieve a value-added, improve agricultural efficiency and increase farmers’ income. Farmer professional cooperative is an effective way to transform government functions and improve the level of service. As a bridge and link, the cooperative can accurately understand farmers mind in time. Moreover, it can also work out specific operational policies that single family, grassroots organizations and government departments could not solve. Farmer professional cooperative is the reality of the need to build a harmonious society and building a new socialist countryside. The cooperative emphasize people-oriented and closely united, promoting the basic values as self-service, democracy, equality and solidarity, in favor of forming a social demeanor of mutual solidarity, honesty and the neighborhood harmony, reducing and resolving social conflicts, promoting the rural social harmony and stability.Second, analyze the present situation and characteristics of farmer professional cooperatives of Jingzhou city.By the end of2012, the number of farmer professional cooperatives in Jingzhou City had developed to2202, which owned228,000households, accounting for22.8%of the total number of rural households, encouraging610,000households, accounting for61%of the total number of rural households. In the year of2012, the total income of operation and service of the cooperatives had4.2billion (RMB), including580million (RMB) operating net income. The average income of the members is more than37%increase of the non-members. The characteristics are as follows:the pace of development is accelerating, the area of cooperation is broadening, service level is improving, brand awareness is enhancing, cooperative effect is appearing and the social impact is expanding.Third, analyze the existing problems in the development of farmer professional cooperatives of Jingzhou city.In recent years, Jingzhou farmer professional cooperatives have developed rapidly, exploring a number of useful experience, achieved initial success, but there are still some problems. First, there is not only some confusion about the old problems, but also the development of new doubts in their thinking and understanding. Awareness of the development of cooperative economic organizations from some grassroots cadres is not high. Some of the peasant masses have doubts about creating and joining the cooperatives. On the second, there is still a daunting task on the law implementation of policy support. With the implementation of cooperative law, the majority of farmers have high expectations of fiscal, tax, financial and other ancillary support policies. But from the current situation, the policy implementation process has been relatively slow. Third, there is a bigger and stronger space on the quality of development. The cooperatives are small, and their brand awareness is not strong. Additionally, deep processing is few, small investment in science and technology is not enough, and service capabilities is weak. Fourth, it is difficult to regulate on internal management. Part of the cooperatives don’t develop a constitution and system in accordance with their own business characteristics, so the management level is not high, sense of democracy is poor, members of the funded are non-standardized, and distribution of benefits is unreasonable. Even a handful of cooperatives just have a brand don’t carry out any business activities, only "in hibernation".Fourth, the paper presents the strategies and measures of development of farmer professional cooperatives of Jingzhou City.Solution consists of the following major aspects:First, enhance their awareness and further strengthen the organization and leadership. Departments at all levels should establish the concept of supporting agriculture, farmers and rural, do well on the leadership of farmer professional cooperatives. Give full play to the leading role of the agricultural sector on guidance, support and services. Development and Reform Commission, finance, industry and commerce, taxation, financial and other relevant departments should strengthen coordination and cooperation, form all aspects together to support the development of farmer cooperatives. Second is to offer more support to create a relaxed policy environment. Farmer professional cooperatives are in their infancy, in particular, need the strong support of the Party committees and governments at all levels and relevant departments and the community. Recommend city and county levels, Party committees and governments, according to 《The Farmer Professional Cooperatives Law》, its 《Implementation Measures》 and the relevant policies and regulations, to strengthen the sense of innovation, pay close attention to policy support, and develop the introduction of strong support for the policies and measures according to local conditions. Third, lay a solid foundation for the development, expanding the overall strength of the cooperative economic organizations, including industrial base, social infrastructure and market-based. The fourth is to strengthen and standardize management to ensure healthy and orderly development in the cooperatives. To regulate the capital stock settings, organizational structure and internal management systems, democratic management and financial management, give full play to the typical demonstration cooperatives leading role, promote cooperatives standardized management level continues to increase.
