Currently, the conflict between energy consumption and economic development has beenincreasingly serious in Liaoning Province.Therefore, energy-saving and emission reduction has become a priority among prioritiesin the economic and social development in the future. This paper summarizes the relevantliterature about energy-saving and emission reduction and draw lessons from prior experience.At the same time, it evaluates the efficiency of energy saving and emission reduction by usingthe nonlinear method and puts forward some feasible policy suggestions. The article isdivided into four parts:The first part is the introduction. It mainly analyzes the research background of theindustrial energy saving and emission reduction in the Liaoning Province, the research goaland the significance. At the same time, it explains the research ideas and content as well asthe current research status of China and abroad.The second part is the theoretical basis. First, it mainly introduces the theory and thebasic meaning of energy-saving and emission reduction. Second, parameter method andnonparametric methods of the efficiency evaluation are described in detail.The third part is the empirical analysis. First, it establishes index system of energy-savingemission reduction of Liaoning Province. Second, it evaluates the statistics from2007to2011using static DEA model and dynamic Malmquist method. And then, it compares theefficiency of Liaoning with that of other parts of China. Finally, it discusses the reason for theinefficiency of pollution reduction in Liaoning Province.The forth part is about suggestions. It mainly gives suggestions for the efficiency ofindustrial energy-saving from such aspects as capital support, industrial structure, energyconsumption and technical suggestions.
