Industrial energy-saving and emission reduction is the key to crack resource bottleneck and environment constraints.Firstly,the paper analyzes the efficiency of China's provincial industrial energy-saving and emission reduction and its regional differences based on the nonparametric directional distance function from the points of view of static.In order to identify the reasons for affecting the level of the efficiency of China's industrial energy-saving and emission reduction,the efficiency of industrial energy-saving and emission reduction is decomposed into pure technical efficiency and scale efficiency.And on this basis,the paper uses Theil index decomposition method to analyze the formation mechanism of regional disparities,then systematacially investigates the efficiency of China's provincial industrial energy-saving and emission reduction and its regional differences combining Meta-frontier theory under the heterogeneity of technology and uses technological gap ratio indexes to analyze the technology gap between three regions.In the same time,the inefficiency of industrial energy-saving and emission reduction is decomposed into technological gap inefficiency and the managerial inefficiency to reveal the causes of the inefficiency of China's industrial energy-saving and emission reduction.Secondly,the paper measures dynamic evolution and driving mechanism of the efficiency of China's industrial energy-saving and emission reduction from the point of view of dynamic separately using the Malmquist Luenberger productivity index and Meta-frontier Malmquist-Luenberger productivity index with no considering and considering the technical differences.And the efficiency of industrial energy-saving and emission reduction is decomposed separately into technological efficiency change index,technological progress index and technological efficiency change index,technological change index and technological gap ratio change index to explore driving mechanism of the efficiency of China's industrial energy-saving and emission reduction.Empirical research conclusions include that the overall level of China's industrial energy-saving and emission reduction is low with the indicator only 0.5114,and there is great potential for energy-saving and emission reduction.In addition,it is found that there exist significant regional differences and technological gap in the efficiency of industrial energy-saving and emission reduction between the provinces.The technological gaps between the eastern regions and the central and western regions are further expanding,while the gaps between the central and western regions are narrowing.Besides,regional gaps of efficiency of China's industrial energy-saving and emission reduction is widening,and regional internal gaps is the key factor of overall gaps while the western regional internal gap is the root of the overall regional internal gap.What is more,without considering the premise of technical differences between regions,the efficiency of China's industrial energy-saving and emission reduction is promoting during the study period.But,to the contrary,with considering heterogeneous factors,the dynamic efficiency average of China's industrial energy-saving and emission reduction is 0.9872,which showing the decline of the efficiency of China's industrial energy-saving and emission reduction.Further more,the factor decomposition results show that the efficiency of China's industrial energy-saving and emission reduction is mainly driven by the scale efficiency,pure technical efficiency and technical regress are the dominant factors inhibiting efficiency.Technological gap inefficiency is the key factors for the inefficiency China's industrial energy-saving and emission reduction.Finally,in order to boost the efficiency of China's industrial energy-saving and emission reduction,the paper offers policies and suggestions based on the empirical analysis and industrial development status:(1)adjust the industrial structure,optimize the mode of production,accelerate the industrialization process,realize the sustainable development;(2)reduce primary energy consumption,increase the proportion of renewable energy sources,developing circular economy;(3)introduce advanced technology and management methods,realize the coordinated development of technology and management,narrow regional technological gaps;(4)narrow the western regional internal gaps;(5)promote energy-saving and emission reduction concept,improve the government,enterprises and citizens' awareness of energy-saving and emission reduction.
