In Strategic Emering Industry

Collaborative innovation as a new paradigm,organizes the enterprises,schools,research institutions,government,intermediaries and financial institutions,and establishes a platform to achieve deep cooperation and resource sharing.It is an important way to build an innovative country,and it can enhance the strength of China's scientific and technological innovation.Strategic emerging industry is one of the main objects of our country focusing on nurturing and development.Putting the collaborative innovation into the development of strategic emerging industries,it not only can promote the development of the industry,but also can promote industrial upgrading and national comprehensive strength.However,collaborative innovation of strategic emerging industries is still in the initial stage in our country.This situation is in need of policy promotion.By analyzing the existing policies and assessing the effect of the policy at the present stage,it is considered that the construction of the policy support system plays an important role in the innovation and development of the emerging industries.In this paper,takes biological medicine industry as an example,random sampling of 209 biopharmaceutical companies by the means of questionnaires.Based on the theory of collaborative innovation and the theory of technological innovation policy,this paper combines qualitative analysis and quantitative analysis to study the collaborative innovation of biopharmaceutical industry.The study found that China's biological medicine industry is developing rapidly.It shows the development of three ladder and the emergence of industrial clusters.And collaborative innovation of biological medicine industry has been the attention of our government.But the overall collaborative innovation is not high.From the survey results,the biological medicine enterprises are short of independent innovation capability,production and research cooperation is not close,the intermediary service system is imperfect and innovative environment has yet to be optimized.In view of the shortage of cooperative innovation ability of biopharmaceutical industry,we will construct the strategic innovation policy support system of strategic emerging industries from four aspects:demand side policy,supply side policy,environment policy and connection surface policy,and try to provide a reference for collaborative innovation of the strategic emerging industry.
