Research On Layout Optimization Of Marine Dominant Industries In Blue Economic Zone

With the rapid development of marine industries in our blue economic zone, theadvantages of them are becoming more and more obvious, which lead to a specialindustrial layout with their own characteristics. Those marine industries take more andmore proportion in the whole national economy and promote the re-development of theland industries, which means that marine industries have already become importantpillar industries of our national economy. However, in recent years, the layout of marinedominant industries is facing quite a lot problems, such as ecological destruction,resource exhaustion, environmental pollution, overloaded bearing pressure, unbalancedindustrial production and construction, exorbitant economic density, etc. So the layoutoptimization of marine dominant industries is an urgent issue that must be solved.Basing on the industrial layout theory and and dominant industry theory, this papermake sure the concept of "Marine Dominant Industries", and then elect the marinedominant industries of Shandong Peninsula blue economic zone with qualitativeanalysis and quantitative analysis, such as multi-layer fuzzy optimization model. As theresult, the first six marine dominant industries are Marine Fisheries, Coastal Tourism,Marine Transportation, Marine Shipbuilding Industry, Marine Oil-gas Industry, MarineChemical Industry in that order, and they are the research objects of layout optimization.Marine Fishery, which is on the top of the marine dominant industries of ShandongPeninsula blue economic zone, should get focused research as an typical example.This paper constructs three layout optimization models, namely, layoutoptimization order model, layout optimization target model and layout optimizationsimulation model. Among them, the layout optimization order model is corrected basedon Weaver-Thomas model; the layout optimization target model is composed ofecological carrying capacity, resource bearing capacity, environmental bearing capacity,bearing pressure capacity, the optimal output, the optimal industrial structure andeconomic density; the layout optimization simulation model is corrected based on industry layout optimization optimal decision model. This comprehensive, scientific,reasonable and precise marine dominant industry layout optimization system, whichincludes three models, can guide the layout optimization of marine dominant industriesin Shandong Peninsula blue economic zone, logically and gradually.The paper applys marine dominant industry layout optimization models to layoutoptimization of Marine Fishery of Shandong peninsula blue zone. According to layoutoptimization order model, it gets the order of layout optimization, which is Dongying,Weihai, Rizhao with their WT value0.740、0.504、0.331in order; according to layoutoptimization target model, it calculates seven optimization targets, such as the optimaloutput of Marine Fishery of Shandong peninsula blue zone is900.62billion RMB, butthe actual output is1347.66billion RMB, so the output should be reduced; according tolayout optimization simulation model, it simulates the optimized path of the MarineFishery layout optimization. Besides, based on the optimization targets, it draws thesimulated diagram of the Marine Fishery layout optimization, which can guide thelayout optimization of Marine Fishery of Shandong peninsula blue zone detailedly, andprovide significant guidance and reference to the layout optimization of other marinedominant industries.Drawing lessons from the layout optimization modes of marine dominantindustries in foreign blue areas, such as the port-hinterland joint develop layout mode indouble coast economic belt of United States, the market-leading imbalance layout modein the west coast of South Korea, based-on-result management layout mode ofAustralian, etc. From the foreign modes, there are lots of advanced experiences weshould learn, such as port-hinterland joint development, taking good advantage offoreign capital actively and so on. According to output of layout optimization modes,this paper put forword the strategies and countermeasures of layout optimization. Thestrategies include carrying out national planning about the function orientation andindustry layout of blue economic zone, and combining marine industries layoutoptimization with function orientation of local area, etc.; the countermeasures includeapplying ecological and comprehensive management of marine industries, promotingefficient and intensive use of resources, paying attention to the marine environment,promoting three-dimensional development, etc. At last, the paper puts forward specificlayout optimization countermeasures of marine fisheries in Shandong peninsula bluezone, such as optimizing the marine fisheries layout with the right order, expanding the area of ecological fishery, considering the natural resource limitations, etc.
