The housing problem is one of the important events concerning people’slivelihood. Especially in the case of the high housing prices, low-and middle-incomegroups cannot afford housings which are provided by market. So in this case, the stateincreases the construction of affordable housing. Low-and middle-income groups canbuy affordable housing and capped-price housing at a lower price than the commodityhouse. The low-rent housings are just built for the low-incoming groups. In thisprocess, sandwich layers, who cannot afford the prices of the commodity houses,affordable housing and capped-price housing and are forbidden to get low-rent,housing attracted everyone’s attention. Public rental housings are designed to solvethis problem. According to the relevant documents issued by the State, governmenthas planned to build lots of indemnificatory housings and public rental housing willbe the focus of future construction. In this context, the issue of the indemnificatoryhousing construction funds also stands out, especially for the construction of publicrental housing.To this end, this paper conducted on the Qingdao public rental housing financingproblem from the following aspect:This paper first reviewed relevant literature at home and abroad, and combed thedefinition and the characteristics of public rental housing and the financing channelsand financing mode. Then we analyze the financing situation and existing problems ofQingdao public rental housing.Based on the introduction of the gray system theory, this paper built GM (1,1)model to forecast the short term demand of the public hosing. Then, we carried onposterior difference testing on the gray model predictive value and calculated thefitting precision value, thus we judged the fitting precision as high degree. Then,according to the data of Qingdao City, we analyze the demands of the public rentalhousing and the construction funds in the next few years. We conclude that Qingdao needs over hundred million Yuan to build public rental housing. It can be inferred thatthe construction funds will increase hardly with the augment of the Qingdaourbanization of population.Based on the above results, this paper describes the financing experience of theindemnificatory housings construction of the developed countries and cities. Finally,we designed some financing modes under the conditions of Qingdao. These financingmodes also have some reference value for our country.
