With the acceleration of China's urbanization process,farmers have entered the city in succession,the price of commercial housing is rising all the way,and the income of ordinary residents is seriously unbalanced with the high housing prices.In order to make housing available for the middle and low income groups,the state has launched a new project to build public rental housing.The main problem of public rental housing is financing.The government budget is usually limited,which can not fully meet the needs of public rental housing funds.Since 2007,the PPP mode has been excellent in infrastructure,water conservancy,research and education,and has effectively solved the financial difficulties in these projects.This paper tries to explore and study how to introduce the PPP model into the public rental housing PPP project in this city.Of course,because the PPP model itself is more involved,the construction cycle is long,the risk allocation is difficult,and the risk factors are many,so the construction of public rental housing project using the PPP financing model needs a complete set of comprehensive and perfect risk management research.This paper first introduces the explanations of public rental housing by experts and scholars at home and abroad,and expounds the development process of public rental housing.Then identify and classify the possible risk factors in the PPP model of public rental housing,and use the risk checklist method and the RBS method to establish a structure map about the risk factors in the PPP model of public rental housing.Because the different risk factors have different influence on the proposed project,the fuzzy comprehensive evaluation method is used to analyze the risk factors and take different measures to prevent the risk factors.At the same time,the correlation of the risk factors is analyzed with SPSS software,and the correlation is analyzed and studied.Based on the Markowitz model,this paper constructs a specific risk allocation scheme for the reasonable allocation of risk factors among the stakeholders of the public rental housing PPP project,and then based on the fuzzy grey theory to analyze the ability to deal with the risk response of the stakeholders of the public rental housing PPP project.Finally,taking the PPP project of the public rental housing in Jingjiang as a case,this paper discusses the feasibility of the PPP model in the construction of public rental housing projects in Jingjiang,and identifies,evaluate,deal with and manage the risk of the whole process.Through the study of the PPP financing risk of the public rental housing construction in Jingjiang,it not only provides theoretical support and technical reference for the risk management of the PPP project participants,but also provides some theoretical guidance and practical basis for the application of PPP model to more public rental housing projects.
