Balancing urban and rural development is a necessary part to narrow the gapbetween urban and rural area as well as build a well-off society in an all-round way,besides, it also makes great enlightenment significance to the solution of “agriculture;rural and peasant “issues and the accomplishment of integration of urban and ruralareas. As a systematic project, balance of urban and rural development relates to theaspects of economy, politics, society, and environment and so on. Therefore, theaccurate positioning of its key fields, which with depth and wide range affection notonly has great academic value but also makes certain enlightenment significance inthe promotion of balancing urban and rural development.The paper analyzes basic theory of balancing urban and rural development basedon the existing economics, management science as well as present research results,and defines several related notions, with the attempt to expand the research vision ofbalancing urban and rural development. The paper focuses on the key fields of thebalance development of urban and rural areas in Qingdao by using the method oflogical inference, literature induction and empirical analysis based on the analysis ofcurrent situation of the balance development of urban and rural areas in Qingdao.Besides, the research summarizes theoretical research achievements of domesticrelevant scholars as well as practice of balance development of urban and rural areasin some cities, and confirms the four key fields of Qingdao’s balance development ofurban and rural areas by making principal component analysis on fifteen indexeswhich play significance roles in the balance development of urban and rural areas inQingdao. Finally, on the basis of further analyzing the current problems as well asaffected factors of the key fields, the paper puts forward countermeasures andsuggestions that contribute to propel the balance development of urban and rural areasin Qingdao. The conclusions of this paper are as follows: balance urban and rural developmentmakes great significance in breaking urban-rural dual structure and accelerating thesteady and rapid economic development. The key fields of Qingdao’s balancedevelopment of urban and rural areas concentrate on economic growth, system reform,social development and infrastructure construction. Despite has made certainachievements by the local government’s support as well as guidance; there still lots ofproblems existed in the key fields of Qingdao’s balance development of urban andrural areas due to the constraints of traditional urban-rural dual structure and localgovernment administration system and so on. Based on above, the paper points outthat the government should take measures such as adjusting industrial layout andstructure, deepening the reform of system mechanism, strengthening infrastructureconstruction and promoting the integration of public services and facilities in bothurban and rural areas and so on to vigorously balance the development of urban andrural areas in Qingdao.
