The regional innovation capability is an important pillar of building a nationalinnovation capacity. With the continuous development of society, regional technicalinnovation has become one of the main driving force to promote economic growthand is becoming increasingly apparent as the leading role of the regional economy.Evaluating regional technical innovation capability can comb and subdivided theaffection of regional technology innovation, the analysis results can play a key role toguide regional technical innovation capability. There are so many structural featuresof a regional innovation system, dissipative structure is undoubtedly a very importantcharacteristics. Many other features constitute a typical dissipative structure system,for example: the overall development of a regional economy, industrial structure,quality and distribution of the labor force, rich and poor resources, market capacity.Regional economic system ensure the ordered dissipative structure based on thesupply of continuous material and energy from the outside world, to possess openirreversible entropy, far from equilibrium, nonlinear change and fluctuationcharacteristics.In this paper, the writer attempt to put the dissipative structure characteristicselement indicators into regional innovation capability evaluation index system startingfrom the regional innovation system dissipative structure. Owing to the interactionbetween each index element in the set of evaluation index system, In findinganalytical methods the writer decided to use the network analysis by the University ofPittsburgh. TL.Saaty1996ANP (The Analytic Network Process) method. The methodhas been successfully used in many problems of analysis and decision-makingproblem since it was put forth. This method can be avoided some factors excludingfrom the evaluation system indicators because some qualitative factors can not bequantified(Mainly refers dissipation dimension layer indicators). Therefore, in thisarticle author calculated weight index of the importance of the indicators and elementsin dimension layer as well as element layer from the regional innovation decency,basing on the theory of dissipative structures, combining qualitative elements andquantitative elements, the theoretical analysis and empirical research. NationalInnovation Cities list city of Qingdao City as samples, seven districts as a program layer is calculated, the result can provide some reference to the study of the follow-uprelated issues based on the analysis and policy makers.
