The21st century is the era of population aging. China’s fifth census data (2000) shows that the degree of population aging in China is10.46%, which indicates that China has formally entered the aging society. As a large agricultural country, rural population accounts for more than half of the country’s total population and the degree of aging in rural areas is higher than urban. The accelerated pace of the aging of the rural population, the weakening of the land protection function and traditional family support functions caused the intensification of contradictions between pensionapply and demand.In order to solve this problem better, the government issued "guidance on the new rural social pension system" in2009, which outlined a new framework of the rural social pension system, and cleared an object of full coverage to the rural people until2020.The lack of government’s responsibility is the fundamental reason for the failure of the old rural social pension system, though the government had improved its responsibilities during the implementation of the system, the government still has some problems in system design, financial support, legal protection and supervision and management, and rural residents still take a wait-and-see attitude to the new system, so it is necessary to consider the relationship between government and rural residents and how to improved the responsibilities further more. On the basis of relevant experiences from Western developed countries and effective measures of pilot areas, the paper puts forward the formation of "trust-follow" relationship between government and rural residents in the working process to improve the implementation of the new system. On the basis of analyzing this relationship, the paper elaborates the government’s specific responsibilities of system design, financial support, legal protection and supervision and management during the implementation.This Paper, used some data from government of binzhou and chengyang, is divided into four chapters and the core content is the third and fourth chapter. The chapters are as follows:The first chapter:Related concepts and theoretical basis of social pension insurance. This section analyzes two theoretical basis (Social risk management, the supply of public goods).The second chapter:The situation and problems of the new rural social pension insurance system. This section analyses implementation situation of the new rural social pension insurance and some problems in system design, financial support, legal protection and supervision and management.The third chapter:The lessions from the experiences and the relationship between government and rural residents in the new rural social pension insurance system. On the basis of relevant experiences from Western developed countries and effective measures of pilot areas, this paper puts forward the "trust-follow"relationship between government and rural residents and its guidance function, which is the innovation of the paper. Firstly, analyze the relationship between government credibility and anticipation of rurual residents. Secondly, elaborate the "trust-follow"relationship between government and rural residents, which consists of four levels of meaning; government and rural residents can form a high degree of trust of each other in the working process. Finally, strengthen that baisic level government should accelerate the formation of "trust-follow"relationship draw support from rural communities, which requires strengthening the ethical education of government’s primary staff.The fourth chapter:Analysing the specific responsibilities of government in the new rural social insurance system. First start with system design, analyze the parameters and three stages of target; On financial support, analyze the pension Insurance fund and the sharing of government’s financial responsibility; On legal protection, analyze the State Council select to formulate administrative regulations or law and local governments formulate measures for implementation; On supervision and management, analyze main points from the network of government, fund, information technology, mobilization and the role of rural communities.
