The Research On Low-carbon Agricultural Mode And Its Support Systems In Heilongjiang Province

Under the background of global climate change, there’re many nouns appeared, such as "Low-carbon economy","Low-carbon forestry" and so on. Then most of the countries in the world have ready to develop Low-carbon economy. Heilongjiang province is one of the biggest agricultural provinces in China, it is necessary to develop low carbon agriculture. We should accord to the current situation to research and build a new system of low-carbon agricultural mode. We also should to build a support system to guarantee the new system of low-carbon agriculture.According to the reference materials, many scholars in the world have done some research on low-carbon economy and low-carbon agriculture of different areas. Domestic scholars also have researched carbon emissions in agriculture by regression analysis, hierarchical analysis and some other methods. But there almost has no systematic research on low-carbon agriculture of Heilongjiang province.This essay first introduces the background, research purposes and significance of Heilongjiang’s low-carbon agriculture, and establishes the research content and method. It explains carbon sinks with its operating mechanism and its value, explains low-carbon agriculture theory from three sides:agriculture, rural areas and famers. They establish the theory basis of this article. Second, based on the successful experiences of America, Australia, Japan and Jiangsu, Sichuan, it sums up some enlightenment which appropriate for the development of low-carbon agriculture in Heilongjiang province. Third, it analyzes the low-carbon agriculture development and existing issues. Combined this, it studies the existing models of low-carbon agriculture and builds a new system. Last, in order to ensure low-carbon agriculture implemented smoothly, it constructs a support system which consists of legal system, financial system and technical system.The research on low-carbon agriculture is based on carbon sinks theory and low-carbon agriculture theory. It may enrich and extend low-carbon agriculture theory and increase its feasibility. Through the research on the status of low-carbon agriculture in Heilongjiang province, it may improve its system. It may provide some suggestions to change the traditional mode to low-carbon agriculture and promote the development of low-carbon agriculture in Heilongjiang.
