In recent years, urban housing prices rose too fast, the country has repeatedly introduced control policies to curb price rise, but with little success, the housing problems of low-income groups have become increasingly prominent. Cultivation of the rental housing market is an important way for low-income groups to solve their housing problem. However, the rental housing market in China has not been taken seriously, and has many issues such as the development of non-standard, lagging far behind the housing sales market, therefore the research about nurturing and regulating rental housing market is of great significance.First, this paper reviews the development course of the rental housing market of some major countries and then summarizes the general law of development of the rental housing market based on Literature Review, and then expounds the theory of government intervention in the rental housing market. After that, the analysis about the evolution of rental housing market since the housing reform in1998from three aspects including the structure of supply and demand, the area ratio of lease to sale, the ratio of price to rent in China, reveals three major characteristics of the rental housing market:a small scale, in the early stages of development, lagging seriously behind the the sales market, and also points out the problems of the rental housing market in China such as the low proportion of rental, the prevalence of stealth rental, non-standard of intermediaries, management and public order problem, the lack of protection of basic rights.Based on the above,this paper analyzes the cause of all the problems.Then,the paper focus on the analysis about the lack of financial, fiscal and tax incentive policies on the rental housing market in China,as well as the imperfect of the legal system, and poor regulatory. After that, the paper selects Germany and the United States as typical cases, which can give our country enlightenment and experience for reference on cultivating and regulating the rental housing market. Finally, the paper puts forward several suggestions:using economic instruments such as formulating financial, fiscal and tax incentive policies to nurture the rental housing market; using legal and administrative means such as improving the rental housing legal system, reinforcing the supervision to the rental housing market to regulate the rental housing market.
