| In the process of China’s reform and opening up, housing system has experienced the full welfare housing distribution system to the "dual track system" which is composed of market supply and government guarantee. Due to the excessive emphasis on the operation efficiency of housing market, China’s housing market has been relatively single to rely on the home-buying market, and the development of the housing rental market is lagging behind. This is one of the important reasons for urban residents to purchase personal housing, and be reasons for low and medium income groups’ living difficulties. The public rental housing policy is proposed to change the housing consumption patterns of residents and solve the housing difficulties of low-income groups. Guangzhou is a population inflow City,there are many non-native population, most of them belong to the low-income class. Generally, they can’t afford housing, so presumably they may be public rental potential demanders. But according to the specific situation of Guangzhou public rental policy practice, the current public housing policy has failed to fully meet the housing needs of these people. Policy related regulations and implementation don’t match housing needs of residents.In order to facilitate the discovery of problems and timely adjustment public rental policy,it is necessary to carry out a number of surveys to confirm the needs of policy target groups. On the other hand,the ‘13th Five-Year Plan’ requirements to achieve the common development of the housing system for the sale and lease.The implementation of public rental housing policy has important significance to housing system reform,therefore, public rental housing related policy objectives and measures need to make appropriate adjustments. Through the investigation and interview of the objective housing demand of the low-income group in Guangzhou City, and combined with the current public rental policy, to find the problems and deficiencies of the policy. And find out the reasons from the the public rental policy goal orientation, the relevant provisions and implementation link. Summing up the experience at home and abroad, the author believes that the public rental housing policy adjustment in Guangzhou first need to clear policy objectives positioning.It is not only to achieve the social goals that to solve the low-income groups’ housing problem, but also need to pay attention to economic goals that is promoting the adjustment of the structure of the housing market. The key to achieve a win-win situation is to pay attention to the relationship between public rental and housing rental market, and correctly handle the relationship between the government and the market. For example, in the relevant provisions and aspects of the setting can fully consider and use of the market forces.
