According to the report of the 19th national congress of the communist party of China,to "accelerate the establishment of a housing system featuring multi-subject supply,multi-channel guarantee and simultaneous renting and purchasing" means that the development and cultivation of the housing rental market will become an important link in deepening the reform of the housing system.In order to accelerate the development of the housing rental market,the state has issued the notice on accelerating the development of the housing rental market in large and medium-sized cities with a net inflow of population,and the pilot program for building rental housing by using collective construction land.The pilot cities and local governments have to carry out the policy of national development and housing rental market,rental housing through the use of collective construction land construction and promote the reform of hire purchase authority and a series of new system arrangement to cultivating and developing the housing rental market,in order to build a hire purchase and housing system,enhance the development level of the rental housing market in China,realize the goal of low-income residents in the city how to reside.Therefore,the current research visual Angle of new institutional economics,give full play to the system of incentive and constraint function,change the absence of the rental housing market system in China and the present situation of low efficiency,timely put forward countermeasures and Suggestions of perfecting our country's system of housing rental market,thus for residents,particularly in low and middle-income residents choose to rent to create conditions,it has extremely profound theoretical connotation and practical significance.Based on the theoretical analysis of institutional innovation,this paper first explains the mechanism of institutional innovation's influence on the cultivation and development of housing rental market from the perspectives of supply,demand and fair trade,and builds a theoretical analysis framework for the housing rental market.Secondly,based on the macroscopic survey of the temporal evolution and spatial heterogeneity distribution of the housing rental market in 35 large and medium-sized cities in China,the comprehensive index system for evaluating the housing rental market in China is constructed and the overall evaluation results are given.Thirdly,based on the quantitative evaluation results,the analysis finds that the housing rental market has such immature problems as insufficient effective supply,restrained demand for residential housing rental,and disorder of market transaction norms.And from the system level to explore the deep-rooted reasons for the lagging development of the housing rental market,the housing rental market supply system construction lags behind,has not yet formed a reasonable channel housing demand system and trading system is still to be standardized and other reasons to hinder the housing rental market in China to accelerate the development of the shackles.Finally,to increase the effective supply of housing rental market,cultivate residents housing rental demand,and to ensure fair trading market development goals,by putting forward gradually change "the light" rental system arrangement,the hire purchase with the right policy reform,countermeasures such as strengthening the construction of legal system,to promote the steady development of our country housing rental market.
