A complete housing market should be composed of the market of housing sale and the market of housing lease.A reasonable housing market is one of the important conditions to ensure people's livelihood and promote the harmonious development of economy.But at present,Huizhou City and even our country are faced with the situation of "selling more than renting" obviously.Due to policy,traditional consumption habits and other reasons,Great potential demand for Housing leasing is difficult to be transformed into substantive transactions.How to formulate policies to guide,how effective is the policies,and where is the lack of policy? This is the focus of this paperThis paper reviews the relevant Housing leasing policies of Huizhou City over the years,and finds that before 2018,the policies are small strength,narrow coverage,weak pertinence,and often hard to discriminate from the real estate policies.After the Central Committee put forward the goal of "insisting that houses are used for living,not for speculation,speeding up the establishment of a housing system with multi-agent supply,multi-channel security,rent and purchase simultaneously,so that all the people can live in houses",Huizhou's policy began to change,from the previous financial support policy to the policy of promoting the diversification of supply market,cultivating demand and strengthening supervision.Under the thought of state-owned enterprises first and market cultivation,Huizhou's real estate policy has produced certain effect,such as the establishment of state-owned enterprises specialized in Housing leasing,and many progress has been made in eliminating the discrimination of housing renters in enjoying social public services.Are these policies in line with actual needs? Through the analysis,we found that the potential demand for housing rental of Huizhou resident population is still huge,and the relevant policies are relatively small yet.Of course,in the process of policy implementation,there are also many challenges,for instance,the pricing of land rent without distinguishing between house rental and land rent for house sale,and the supply of middle and low-end market of house rental,etc.With regard to these questions,this paper analyzes them from three aspects of supply,demand and supervision,and makes further research on the causes.The results show that land finance,public resource scaricity,and uncoordinated interdepartmental joint supervision are the significant factors that cause these policy deficiencies.And then provide policy advice on effectively expanding supply,cultivating demand and strengthening supervision.
