The performance appraisal system has become the core and the foundation of human resources management and performance management in nowadays enterprises. It will deeply influence the management level of enterprises and the production and business operation。 According to the development stage and the strategic target, enterprises generate a reasonable performance appraisal system. And at the same time, enterprises should create a good atmosphere to promote the implementation of the system smoothly. A reasonable performance appraisal system can objectively reflect the operating performance of managers, find out problems that have appeared or some other potential problems, and improve the management level of enterprises. Meanwhile, the performance appraisal result is the foundation of establishing an effective incentive mechanism. It provides important basis for enterprises’ salary management and human resource allocation.The marketization of electric power industry brings wide development opportunities for electric power construction enterprises, but also exacerbates the market competition. It proposes a higher challenge to the enterprise management level. Nowadays, most electric power construction enterprises have such problems like having hysteretic management concept and bloated structure, creating a not reasonable compensation system or having a fair incentive mechanism. But these problems seriously restrict the enterprises and become bottleneck of these electric power construction enterprises’development. Although most enterprise of the industry have already brought in the performance appraisal as a part of daily management, but in management practice, this performance appraisal often does not work, it becomes management tools that restraint employee behavior. It doesn’t play the core value of performance appraisal such as showing experience status, finding out potential problems or optimizing the allocation of human resources.Project construction personnel management is the key point of a construction enterprise’s management work, based on the status of electric power construction enterprise management, this paper choose a representative company which named BJ electrical co., LTD as analysis object. This paper reveals commonly existing problems in this industry on project performance management, such as inadequate understanding of performance management idea, unperfected performance appraisal system or not making full use of evaluation results and so on. According to the similarities or the differences between evaluation index and evaluation standard, the project construction personnel are divided into two categories-management staff and technical workers. And at the same time, based on the specific analysis of performance appraisal subject, appraisal cycle, key assessment indicator setting, evaluation standard, the performance appraisal system which suitable for electric power construction enterprise project management have worked out.This paper mainly makes use of the evaluation method which based on Key Performance Indicator (KPI), and the assessment focuses on work performance, work ability and work attitude of the BJ electrical co., LTD., project construction person. This paper hopes that enterprise managers could make full use of the evaluation results and realize the intrinsic value of the performance evaluation system. In addition, this paper thinks that building enterprise culture, the organization and the system guarantee which could help performance evaluation system have a better implementation, are all important management which cannot be ignored.
