The Chinese government has been paying great attention to the supply of rural products, especially the poverty-aiding policy which has great effect on the economy development and the alleviation of poverty. Since the reform and opening up, the poor-aiding work has experienced four periods and has achieved great progress. However, there are still some problems existing, such as the departure of goal, the lack of capital, low participation of the aiding part, the dividing of the project-operation and the lack of effective monitor and evaluation. To analyze the relationship of cause and effect between capital investing and poverty alleviating and its effect on different poor groups will help ensure the direction of investment and raise the efficiency of capital using. And it will also influence the alleviation of poverty.By quoting plenty of documents for evidence, this paper make clear that rural public products are offered by the government or its agent organizations, non profits-seeking organizations and rural cooperative organizations. They are products that peasants consume in the rural areas or products that serve for agriculture, countryside and peasants. Rural public products release poverty in the direct and indirect ways. Poverty-aiding in the new period in Gui Zhou province has achieved great success, but the question is that to what extent do different aiding capital effect the alleviation of poverty? In this paper, a hundred key villages and towns will be divided into three sorts based on the per capita area of cultivated farmland (the capita over 1.5 mu, between 0.8 to 1.5 mu and below 1.5 mu). By establishing a calculating model, to analyze the contribution that planting, traffic, water conservancy, farmland capital construction and education make to the three different groups in the three kinds of villages and towns. Practical measures of improving the structure will be put forward by clarifying the order of capital investing in areas that have different conditions of farmland resources.
