A wave of researching learning organization has emerged worldwide since1990, when Peter Senge wrote a book about his research results-《The Fifth Disciplines-The Art and Practice of The Learning Organization》.Lots of companies and plants in China introduce the theory and construct Learning Organization to improve their efficiency. A wave of researching Learning Organization has emerged worldwide. The Learning Organization, with its highly flexible, flat, humanity, sustainable organizational forms. The enterprise in the fierce competition in the society to seek a place, and constantly enhance the core competitiveness By creating a Learning enterprise objective. the enterprise in the fierce competition in the society to seek a place, and constantly enhance the core competitiveness.This paper takes China Construction Bank of Ning Xia Information Technology Management Department as research objects. In organizational behavior theory as the guide, use for reference the western and domestic about learning organization management theory, research by the means of the theoretical literature collection, problem analysis, questionnaire method,the Construction Bank of Ning Xia Information Technology Management Department create the learning organization is the human-oriented, lifelong education, lifelong learning, as a basic concept,to constantly improve their own personnel acquisition, use, create knowledge ability as the objective,build strong academic atmosphere, make the department to enhance the comprehensive competitiveness,research department in the learning organization management mode of the problem. the Construction Bank of Ning Xia Information Technology Management Department face the bank business demand growth, to ensure the safety of the production system stability and realistic problems, IT staff technical strength significantly weak, couldn’t keep up with business development and changes of contradictions increasingly prominent. On the one hand, feel pressure is too great, on the other hand, feel ability not equal to one’s ambition when IT staff face new problems and new situation. Information Technology Management Department must be clear about the mission when develop learning organization, and cover five aspects including systems thinking, personal mastery, mental models, building shared vision and team learning, Through analyzing the existing problems and deeper restrictive factors in the process of developing learning organization, it suggests the strategies and methods of developing learning organization.
