Construction And Empirical Research On Evaluation Index System Of Chinese Industrial Openness

Since the reform and opening policy, Chinese economic has made great achievements. During the period, International trade also maintained high growth level, in order to promote the sustainable development of the national economy. International trade has made important contributions to the development of national economy. In the background of economic globalization, Chinese government, more management and academic researchers pay more attention to the ratio of dependence on international trade.But our researches still concentrate on the overall economic macroscopic evaluation for the openness of a country and did not establish a complete indicator system to measure economic openness. Moreover, the practical meanings only to study foreign trade dependence is very limited, researchers need to do more than evaluating a country whether it belongs to the development of export-oriented economy.Because there exist great differences between development status of each industry, industry openness of different industries will be entirely different. But most of national policies shall be reflected on the industrial level. Therefore it is very necessary to give a clear refining of industry openness and make reasonable use of the index on industry level. It means we have to establish an evaluation index system of Chinese industrial openness, in order to measure the openness status of each industry. According to characteristics of different industries, we can give clear policies to adjust different industrial structures, and promote the industry’s sustained growth.This paper summarized the researches on ratio of dependence on foreign trade and international competitiveness index. Then it gives an definition of industry openness and establish an evaluation index system of Chinese industrial openness. Through the research of comprehensive measure on Chinese first industry, the second industry and the third industry, we calculate ratio of dependence on foreign trade, competitiveness index, the use of foreign capital ability and foreign investment strength.After that, this paper uses static analysis and dynamic analysis, and a combination way of index analysis and econometric analysis. We use these in order to do research on the relationship between Chinese economic growth and Chinese industrial openness. Based on the research, this paper attempt to select suitable suggestions to adjust and optimize the industrial structure and promote economic long-term steady growth.
