With the sustainable and healthy development of China’s economy, consumers’attitude isbecoming mature and tourist resorts increasingly become the people’s hot consumption. Inrecent years, China’s tourism resorts develop and construct rapidly, tourism resort projects setoff a building boom. Because resort projects have a long investment cycle, large investment,complex factors, combining with China’s tourist resort project’s imperfect developmentmarket, so the risk of investment in such projects is high. Therefore, carrying out acomprehensive risk management for tourist resort project has a very important practicalsignificance.This article conforms to the needs of the risk management of tourist resort projectdevelopment and operation, base on the characteristics,risk characteristics and project riskmanagement theory of the tourist resort project,according to the characteristics of the touristresort project risk identification,employs the brainstorming method to analysis the risk oftourist resort project from the aspect of social, economic, policy and law, natural andoperational management system, establish a tourism resort project risk indicators system, usesanalytic hierarchy process to determine the index weight; concerning the incomplete andfuzzy feature of risk information acquisition, this article builds a tourist resort project riskevaluation model, which gives a overall quantitative judgments on tourist resort risk, andverifies the validity and rationality of the model based on an example of Xi’an Lintongnational tourist resort project; tourist resort project risk prevention measures and specificmeasures are proposed and provides a scientific basis for tourism development enterprise riskmanagement.
