Research On The Questions And Countermeasures Of Xi’an Social Security Fund Collection

It’s a necessary step to establish and improve the social security system for practice ofscientific concept and development of the socialist market economy. A stable and reliablesocial security financing mechanism is a pre-requisite for improvement of the social securitysystem with Chinese characteristics and fulfillment of “two guarantees” policy (of ensuringpayment on time and in full of the living allowances for workers laid off from state-ownedenterprises, the basic pensions for retirees and subsistence allowances for the urban poor.).The work performance of collection and administration of social insurance is directly relatedto the vital interests of general public and overall situation of deepening of reform and socialstability. However, the social security system has not yet developed well enough; there aremany problems to be solved in terms of the coverage of social security, social insurancepremiums and management, so as to adapt to the development targets of "scientificdevelopment" and " social harmony".Focused on fund raising work of xi’an and with a comprehensive study of xi’an fundcollection, the paper is to illustrate major problems of insufficiency of subject clarification,levitation management and information communication; to find out the root cause aboutinsufficient regulation system, awareness and internal management upon a in-depth analysis;to highlight works to strengthen xi’an fund levitation in the five major aspects as follows: toadvance the fund collection regulation development, to raise awareness of found collectionand to improve the quality, efficiency and performance level of fund collection andmanagement.
