Shandong Province is a province with high-developed economy located ineastern China. In2011, Shandong Peninsula Blue Economic Zone was officiallyformulated as a national strategy. The future development of the economy ofShandong Province is attracting more attention. Economic miracles represented bySilicon Valley, Taiwan IC manufacturing base, India Bangalore software base andthe manufacturing industry of our Yangtze River Delta and Pearl River Deltarepresented have verified the huge economic driving force of industryagglomeration. Industrial agglomeration continuously promote the growth ofregional labor productivity and maintain the competitive advantages of regionaleconomy by reducing production costs within the cluster, improving the degree ofspecialization of labor, and enhancing the diffusion of knowledge and technologicalinnovation. However, the empirical literature from home and abroad did not reachconsensus on the point that industrial agglomeration promotes regional laborproductivity. The existing study takes a little into account the impact of industrialsynergy on agglomeration effects, which may be a reason of the non-uniformconclusion.Based on the theory of industrial agglomeration, externality theory and thetheory of industrial synergy, demonstrates that industrial agglomeration will betterpromote the growth of local labor productivity under the condition of industrialsynergy, and build the econometric model of effects of synergetic industrialagglomeration and classify into three kinds of the industrial sector, the productiveservice sector, the non-productive service sector, according to the characteristics ofdifferent sectors. The degree of industrial agglomeration is measured by regionalentropy index. The degree of industrial synergy is measured through theestablishment of the synergetic model of Shandong secondary and tertiary industriescompound system.Take the panel data from2006to2011of17prefecture-level cities inShandong Province, respectively, use the eviews6.0to do panel regression of threeeconometric models, and do tests of stationary and integration before regression inorder to make sure the reliability of empirical results. The results of regression on models indicates that the coefficient of industrial agglomeration is significantlypositive, and that the agglomeration coefficient of productive service sector issignificantly positive, and that the agglomeration coefficient of non-productiveservice sector is insignificantly positive, and that the multiplied coefficient ofsynergetic degree and the agglomeration degree of secondary and tertiary industriesof the three models are all significantly positive. All the above results demonstratesthat the agglomeration of Shandong industrial sectors, the productive sector and thenon-productive sector promotes the regional labor productivity, and that the synergyof the secondary and tertiary industry is the condition that the agglomeration effectsof different industries works.Based on the theories and the empirical research, conclusions are as follows.Firstly, the agglomeration of industrial sectors, the productive service sector and thenon-productive service sector of Shandong Province have positive effects on thelocal labor productivity, which proves the agglomeration effects of Shandongindustries. Secondly, on the condition of the secondary and tertiary industries ofShandong Province synergizing, the agglomeration effects of the productive servicesector and the non-productive service sector work better. Therefore, regions inShandong Province should emphasize on the synergizing development betweenindustries, while promoting economic development by means of industrialagglomeration. By supporting the development of related and supportive industries,continue to improve industrial structure, in order to make full use of effects ofindustrial agglomeration.
