Since the reform and opening up, China’s tertiary industry is booming, and itscontribution to GDP is also increasingly larger. All the mainstream economic theoryon GDP growth would cosider the industry technological innovation as well as theuse of technology intensive as the core strength of economic progress in the21stcentury, the role of technological innovation in the tertiary industry will become moreprominent, the emerging industry technology will first lead itself on GDP, and then itcan do better in supporting the first industry first and the second industry,so it willpull the entire Chinese economy.In the article,firstly I review the literature and analyse the mechanism of thepulling effect of the technological innovation of the tertiary industry to GDP.Secondly, used malmquist productivity indexes computational model to calculate thegrowth rate of total factor productivity in three industries in China, to our thirdindustry, furtherly use the Malmquist index calculation model to calculate,thedecomposition of the index to get more scientific and accurate analysis. Then use theMalmquist index and Cobb-Douglas production function as well as the distancefunction to calculate the first, second, third industry technology innovation ratiocompared to the base period. Then, according to the existing theory of economicgrowth, using the measurement method to calculate the pulling effect of thetechnological innovation of China’s GDP in the tertiary industry. Finally, according tothe conclusions of empirical analysis as well as the economic theory that article hasintroduced, meta-analysis to draw the final conclusion of this article, and proposedfour policy recommendations.
