Study On Rural Surplus Labor Transferring Of Puqian Town,Heyuan City

Our nation has a large number of rural surplus labor force strand on the limited land with very low level of agricultural resources per capita,and a slow development of rural non-agricultural industries.At present our country rural surplus labor force is more than 100 millions.If it does not transfer,there will be no greater increase in agricultural productivity,increase farmers' income no more.The urbanization constructing,improve the progress of urbanization vigorously,it is an effective way to solve this problem.Especially in small towns and villages are effective carriers of rural surplus labor force transferring.Puqian town is located at the edge of southern part of Heyuan city,distances about 20 km from the city heart of Heyuan,is in the 30mins-circle of economical and social centre of Heyuan.In 2002,the Puqian town was qualified to be the 1st line “Core-centre town” by Province Government.Recent years,as the economic fast improvement of Heyuan city,the tide of foreign investments has come,Heyuan has entred the spring of great economical and social development.In the process of the construction of high-tech development park,Heyuan city has requisitioned a large area of Puqian town in order to provide land for industrial and commercial development and produced a large number of out of the surplus labor force of agricultural production.How the surplus labor force transfer path is designed,what problems exist in the process of transferring,how is the transfer of rural surplus labor force supporting policies is made,and something like that,these are the key matters to the success of urbanization,which is to solve the fundamental problem of this paper.This paper draws lessons from theories of urbanization,new urbanization development,the surplus labor force and so on.On first hand to summarize the current number of labor of Puqian town in Heyuan city,its structure and the current situation of rural surplus labor transferring.Analyze the Puqian town the problems of transfering rural surplus labor force in current,and probes into the causes of these problems.Based on this,puts forward the strategy for the farther promotion of Puqian town rural surplus labor transfering.
