The Contrast Of Capital Utilization Efficiency Of Xinjiang Rural Area Based On DEA Model

Since the reform and opening up, the economic development in Xinjiang is rapid, TheAgricultural development has made considerable progress. Undeniably, however, with thecontinuous development of Xinjiang’s rural economy, the problem in rural economy hasbecome increasingly manifest, the outstanding performance is a serious shortage of funds inthe rural areas, lack of financial services in rural areas, rural economic development in thesouthern and northern are imbalance. Xinjiang rural funds want to play the biggest role inlocal area have to improve the efficiency of the use of funds in those places. Currently, the useof the rural capital of Xinjiang has been formed diversification, diversification of sources offunding, diversified investment pattern, how to manage the existing rural funds, to address thefunding gap in rural areas, to further improve capital utilization efficiency is the key step ofthe rapid development of the rural economy in Xinjiang.This paper analyzes the situation of Xinjiang rural sources and uses of funds, the use ofstatic and dynamic DEA model to econometric analysis of eight prefectures in Xinjiang ruralcapital utilization efficiency, research around the state of the rural capital utilization efficiency,analysis of factors that affect the efficiency of the use of funds of the Xinjiang rural, and theanalysis to the conclusions as follow:(1) the rural capital utilization efficiency in Xinjiangis relatively low, and there is an obvious differences between each region;(2) non-productionfunds of the effective sample areas in rural areas, is excess in the rural economy, technology,management, and other conditions. But it does not say these areas of rural is ample supportedwith funds, as the continuous development of the rural economy, these funds will be absorbed;(3) there is no clear division of the southern and northern of the rural capital utilizationefficiency in Xinjiang, but based on the average performance of north and south inXinjiang,the northern border areas is better;(4) The technical efficiency of the use of funds isnot affecting in Xinjiang rural place is the main reason of lower fund utilization efficiency ofrural areas.On the basis of the above research, the paper argues that the level of economicdevelopment in rural areas, rural financial development level, human resources level in ruralareas as well as Xinjiang urban-rural dual structure is affect factors of the Xinjiang ruralcapital utilization efficiency. Therefore, the countermeasures to improve Xinjiang rural capitalutilization efficiency is:(1) to optimize the efficiency of the use of funds in rural areas; improve the efficiency of agricultural industrialization. To expand rural funding sources,distribution of rural funds in a efficient way; adjust the industrial structure in rural areas, andimprove the level of economic development in rural areas; accelerate agriculturalmodernization and to improve the efficiency of agricultural industrialization.(2) sound ruralfinancial institutions in the regional system, improve the rural financial market. Activestationed in rural areas to improve the coverage of rural financial institutions; encouragefinancial institutions to improve financial services to the main function, to improve theefficiency of rural financial body; open rural financial markets, optimize the rural financialenvironment.(3) to promote the reform of education in rural areas, to improve the level of therural labor force. Strengthen farmers’ vocational skills training to improve the skills ofagricultural production; increase investment in education in rural areas, and promote thereform of education in rural areas.
