Yunnan Public Health Investment Performance Analysis

In the background of development, increasing the level of basic public servicesin the country, deepening medical and health system context, this paper will researchthe efficiency of public health investment of Yunnan Province from an empiricalpoint.then, this paper will find out the differences between the efficiency of thepublic health inputs in Yunnan Province and that of the National-average. Then wewill describe the Public health investment expenditure management of the currentsituation of Yunnan Province, and explore how to improve public health’s efficiencyin Yunnan Province.The main contents are: Firstly, we will introduce efficiency evaluation theory.Secondly, the introduction of the DEA model longitudinal comparison of2005and2011, the two years of public health in Yunnan Province input efficiency obtainedusing DEA model year2011public health in Yunnan Province after the same inputsrelative to the national average relative efficiency and variance analysis. Again, theanalysis the input efficiency vertical comparison reasons for the decrease, analysis ofthe overall efficiency of Yunnan Province in2011relative to the national averagenon-DEA effective. Finally, we will describe the Public health investment expendituremanagement of the current situation of Yunnan Province, and explore how to improvepublic health’s efficiency in Yunnan Province.The main conclusions of this paper are: First, regardless of Yunnan, or from thecountry as a whole, in2011the public health inputs compared to2005in terms ofreduced, which is mainly due to the equalization of public services as well as newhealth care reform caused the increase of input, our public health investment in thelack of long-term mechanism, the presence of decreasing returns to scale, payattention to adjust the allocation of resources and capital investment flows. Second,the analysis of2011data, can be learned, Yunnan Province, the overall efficiency islower than the national average in terms of medical personnel and medical equipment, which need to proceed from the staff and facilities to enhance efficiency. In addition,the overall efficiency of Yunnan Province in medical technology flat with the nationalaverage, but the level of medical technology in Yunnan Province, compared with thedeveloped areas there are still differences, or need to upgrade.
