Research On The Influence Of Energy Consumption Changes On Economic Growth In Resource-based Region

Energy is the material basis of social development,the main types of consumption is fossil energy which is nonrenewable,it will cause ecological environment deterioration.Europe and the United States gradually implement carbon tariffs to reduce fossil fuels and realize low-carbon development.So the new round of scientific and technological revolution,industrial revolution,the energy revolution are coming,facing the new situation of international energy development combined with China's national conditions,China put forward the strategy of energy revolution at The eighteen Congress.Now,we also put forward the future targets of energy development at the 13 th Five-Year Plan for Energy Development of the People's Republic of China.Now we found the new trend of China's energy development,First of all,the total energy consumption growth is slowing,Secondly,the structure of energy is becoming optimization and upgrade,for example,non-fossil energy have accounted for 12%,At last,we attach importance to energy efficiency and ecological environment when pursuing the economic growth.Decide what to the energy consumption structure include natural resource endowment and mining and transportation technology and so on,the most important is the energy policy.So resource-based region where is the major coal and other fossil energy supply areas probably under the influence of energy policy,In addition,resourcebased region is mostly dependent on energy-related pillar industries.Therefore,it is great significance to study the relationship between energy consumption change and resource-based regional economic growth in this context.At first,this paper elaborates the trend of international and domestic economy,we can found that low-carbon development and New Normal becoming more and more important,China leads to the strategy of energy revolution in response to the challenge,and then defines the resource-based region by the theory of location quotient.secondly,this paper reviews the research reviewed of energy consumption and economic development,on the basis of the research reviewed,this paper research the relationship of resource-based energy consumption and economic development.Thirdly,this paper has carried on the descriptive statistical analysis to the total quantity and composition of the energy production,the total quantity and composition of the energy consumption and energy external and export as well as the economic development of resource-based area.At last,this paper constructs Panel data model using the total quantity and composition of the energy production,the total quantity and composition of the energy consumption and energy diversion and exports of resource-based area as the variable,then using resource-based area from 2000 to 2014 years of relevant data to analyze the relationship between energy and economic growth of resource-based areas.Combine with the descriptive statistical analysis and Panel data model test,the following conclusions are drawn,Firstly,China's energy consumption structure has changed,of which the proportion of coal is still high due to China's Resources endowment is that coal is rich but the oil is poor,It is worth celebrating that the proportion of coal and oil Continued to decline,On the contrary,the proportion of natural gas,hydroelectric,nuclear power and other clean energy accounted for an obvious upward trend.Secondly,resource-based regional growth of energy consumption slowed down and even the trend of decline,energy structure is realizing optimization step by step.the proportion of coal is the largest of energy production and consumption structure.but it has a clear downward trend under the background of energy revolution,on the contrary natural gas,new energy and other clean energy and so on has been rising for many years.Thirdly,it has an effect on energy diversion and exports,the above analysis shows that resource-based areas of energy production is mainly used for diversion and export,the growth rate of coal that used for diversion has slowed down significantly in Shanxi and Shaanxi provinces,while the amount of coal that used for diversion or even reduced in Inner Mongolia,Gansu,Qinghai,Ningxia provinces,the growth rate of coal that used for export also appeared to bluff type fall,coal of shanxi that used for export have declined below zero in 2014 year.At last,resource-based regional energy consumption and structure as well as economic growth are long-term equilibrium relationship.Coal,coal for diversion and oil play a most important of economic growth,The economic growth is mainly dependent on the single industrial structure so that the anti-submarine ability is weak.After the financial crisis and the energy revolution,the economic growth have declined significantly.According to the results of resourcebased regional analysis and energy planning,the following policy suggestions are put forward for the development of resource-based areas: Firstly,resource-based areas should protect energy supply and adjust energy production structure;Secondly,It should improve energy efficiency and adjust energy consumption structure,Thirdly,it also should optimize energy consumption structure;Fourthly,it is important to increase the development and application of new energy and enhance the comprehensive competitiveness;At last,it is necessary to improve the relevant system and create efficient economic environment.
