The Research On Rare Earth Industry Innovation System In Inner Mongolia

The rare earths, a non-renewable resource, have been known as the key element of thedevelopment of high-tech industries and strategic elements of the country,and also havebeen known as the "treasury of the new materials" and "industrial vitamins ". As animportant North Highlands in rare earth industry, rational development and utilization ofrare earth industry in Inner Mongolia has been the focus of many scholars and researchinstitutions. Scientific and rational rare earth industrial innovation system,not only candrive industry of Inner Mongolia Rare Earth Development, but also provides a referencehow to coordinate between elements within the system for the other rare earth producingareas. Therefore, to build a scientific and rational Inner Mongolia Rare Earth industrialinnovation system has important theoretical and practical significance.It is necessary to find a reasonable way for the Inner Mongolia rare earth industrydevelopment. Through exploring the innovation elements in rare earth industry, itconstructed the rare earth industry innovation system model, including policy subsystem,environmental officer and meson system and evaluation subsystem system. Based on thefour systems, it analysed current situation of Inner Mongolia rare earth industry, and it putsforward the countermeasures and suggestions.The main conclusions:Firstly,in this paper, through the analysis of the large amount of industrial innovationof Chinese and foreign literature studies,the main conclusions: present research is mainlyfocused on rare earth industry theoretical research, but research on the evaluation of rareearth industry innovation is relatively less.Secondly, this paper focus on the innovation of rare earth industry. Through theconstruction of innovation system model that integrated the innovation elements in the rareearth industry, it helps the elements of positioning in the industry innovation system. Thirdly, proposed the advantages and problems of Inner Mongolia rare earth industryinnovation, this paper recommended suggestions of the government regulation, industryconsolidation, rare earth, rare earth, rare earth reserve talent cultivation technology andfinancing channels. Including to clear division of labor and to carry out their duties and thetransparency of information; to improve the rare earth enterprises threshold and toaccelerate the industry consolidation; to promote the use of rare earth special invoice andto establish the long-term mechanism of rare earth reserves; to increase investment inresearch and development of rare earth and improve the level of application of rare earth;to train high level creative talents and to form and develop innovative rare earth enterprisegroup; to accelerate the establishment of a diversified financing channels; to improve thenational strategic reserves of rare earth system.
