Research On The Design And The Construction And Operation Srrategy Of The Transportation Logistics Publuc Information Platform

Recently,many provinces and municipalities have set up logistics public information platforms in succession responding to the Guide of accelerating the construction of the transportation logistics public information platform issued by the Ministry of Transport.However,due to their different positions and cognitions about this platform,various kinds of platforms have been established,such as the following three construction and operation modes,market-oriented platform,government-oriented platform and government-oriented platform cooperated with the market,with the following three functional services,integrated logistics information service,e-government logistics service and e-commerce logistics service.In order to efficiently integrate social logistics resources and promote the sustainable development of the platform,it is of great significance to research the operation strategies of the transportation logistics public information platform.First of all,based on the theory of stakeholder,this thesis identifies and classifies the stakeholders in transportation logistics public information platform,and divides the governments and enterprises into the core stakeholders,the secondary stakeholders and general stakeholders according to the three attributes of urgency,impact and initiative.In order to provide theoretical support for determining the roles of governments and enterprises in the platform's operation and design its functions,the publicity,multi-laterality and value of the platform are further studied.Secondly,taking the platform of Jiangxi province as an example,this thesis analyzes the technical,organizational and environmental barriers to transportation logistics information sharing based on the TOE framework,and puts forward corresponding strategies to solve these problems.Finally,this thesis puts forward the Governments and Enterprises Cooperative Construction and Operation mode,and designs the cooperative organization guarantee strategy,the stakeholder incentive strategy,the phased development strategy and cooperative fund strategy.
