Innovation Relay Centre originated in European IRC, IRC and EICnetwork merged into one network——Enterprise Europe Network(EEN)in2008. EEN isthe most mature network in the world with richest operation experience. Compared withforeign countries, China’s IRC is still at the initial stage and need to learn from theadvanced experience of EEN.The study takes European EEN for example and sums up the successful experienceand service content of IRC, refining the functional orientation and operation mechanism,revealing the organizational structure and management system. It is meaningful foraccelerating the flow of knowledge and technology transfer and improving the overallefficiency of the national innovation system and the country’s core competitiveness. Thestudy is related to several discipline, which include the theory of technology transfertheoryã€technology innovation and management theory.The basic function of IRC involves identifying the enterprises’ technology need,promoting the cross-institution and cross-regional technology cooperation, giving impetusto the transformation and utilization of research results,enhancing the ability of SMEs ofadopting new technology and providing key services of innovative assistance.
