Research On Functional Orientation Of Development Zones Under The Background Of Public Service System Shifting

Development zones are special zones which are certain areas laid out bythe central government and given certain preferential policies in order to introduceadvanced technologies and management experience and develop export-orientedeconomy. After more than twenty years of rapid development, development zones inChina not only becoming spectacular dolphin pearls in the process of socialist marketeconomic development, but also their special management system provides a wealthof experience for China’s institutional transformation, forming a set of relativelymature public service system. Based on this system, accurate functional orientationfor the development zones becomes the magic weapon for the rapid and healthydevelopment of development zones. Since the12th Five Year Plan, China has enteredinto the key stage for building well-off society in an all-around way, and scientificdevelopment and transforming the economic growth pattern, become the theme andprinciple line. Meanwhile, short of land resources, big environmental pressure onenvironment, accelerating of urbanization, the future development of developmentzones must be led by the government, fully completing and promoting public service,positioning its own functions scientifically, promoting element factors, which couldaccelerate the all-round development.Based on the above analysis, through researching the planning, land,transportation, government affairs service center, policy research department,community and other departments, on the basis of researching on development-relatedresearch concepts, development history, management system, learning from theadvanced experience of the development zone at home and abroad, combiningpractical development of Yantai Economic and Technological Development Area,staritng from the functional orientation of development zones, this paper explores thedevelopment ideas for the future development of development zones. I believe that theYantai Economic and Technological Development Area should start with improvinginvestment environment, highlighting law-based management and increasing funding,further completing public service system, making clear of the functional orientation ofcoastal new urban area, recycling economy zone, high-end industry cluster district andblue economy zone of Shandong Peninsula.
