Innovation is the direct cause of economic development. Today, the global economy has changed from the traditional agricultural economy, industrial economy to knowledge economy, the acquisition, using of knowledge resources and development has being an important way of developing the economic growth. Face extremely complicated severe global economic environment, the eighteenth communist party of China specifically looked forward to focus on enhancing innovation orientation development momentum, comprehensively deepen economic system reform, and implement the strategy of innovation orientation development. It is easy to see that the country has created a good external environment which from the strategic level to the innovation orientation economic development. In the process of social and economic development, the enterprise is the main body of innovation, the knowledge staffs is the key person of the innovation strength of enterprises, how to promote knowledge staffs to carry out innovation activities is the key issues to promote enterprise innovation and social innovation. Especially in countries implement the strategy of innovation orientation environment, it is particularly important that to research influence of the knowledge staff innovation behavior relationship, under the enterprise innovation oriented strategy environment.Implement the strategy of innovation environment in the country, many enterprises began to pay attention to innovation oriented strategy, take various measures to stimulate the creative knowledge staff enthusiasm, promote the individual innovation activities, but have not ideal results. It can be seen that the enterprise managers to innovation oriented strategy environment influence factors of knowledge staff innovation behavior has not been system and comprehensive understands. It is also no very clearly understanding of the core elements for the leading factors that drive the knowledge staff innovation behavior. It is still lack of clearly understanding for affecting the relationship between the role of knowledge staff innovation behavior path and core elements. Above these issues, we did not get a clearing and satisfactory explanation in the study of academic theory. Based on this, this research combined with the research on employee innovative behavior related literature of reflection, formed the research question, design of proposed research framework, research methods, empirical testing, research conclusions are obtained.In order to solve the problem of enterprise management practice, make up the academic theoretical defects, combined with the research on employee innovative behavior related literature of reflection, this study based on the work motivation, staff motivation and innovation behavior and other related theory and the research content of comb induction, we are going to clear the theoretical basis of this study; Based on this research involves the definition of relevant variables, based on the theory of social control content, psychology "S- O- R" model of research paradigm, this study from two aspects: external control and internal control on extracting innovation oriented strategy environment of multiple front factors affecting knowledge staff innovation behavior, build up the external environment, the psychological status and the influence of three levels: individual behavior relationship model; And on this basis, through large sample data using the multivariate linear regression analysis method to this study and put forward the influence of the model for quantitative analysis of the inspection. In this process, This study adopted the second-hand data analysis, comparative analysis and logical reasoning, intelligent inductive deductive, group interviews, descriptive statistics analysis, correlation analysis, factor analysis, multiple linear regression analysis qualitative and quantitative research methods, such as theory method in the focus on advanced at the same time, also give full consideration to the employee innovative behavior management practice, pay attention to combining theory and practice, quantitative and qualitative comprehensive inspection, norms and empirical unified planning, selection and design method of really ensures that this research is scientific and normative.On the basis of the research ideas and methods, based on the empirical specification process for reference, through the relevant theoretical research, define the concept of research variables, in-depth analysis the influence mechanism between the variables, the system is proposed in this study the influence of the assumptions, scientific design correlation analysis method, this study quantitative inspection effect relationship analysis and discussion, put forward related enterprise management, the main research contents include the following parts:1. Based on the research purposes and reviewing the relevant theoretical research, this research involves variable definition, extract the main leading factors affecting the knowledge staff innovation behavior, analyzes the innovation orientation, organization climate influence knowledge staff innovation behavior mechanism, puts forward the corresponding effect relationship. According to the social control theory, this study thought influence knowledge staff innovation behavior leading factors include two aspects: one is the external power control, including on behalf of the organization’s strategic guide hard control- innovation direction, and on behalf of the organization overall objective environment properties of soft control, organization climate, can be regarded as a staff of the external environment stimulation; Another is the strength of internal control, including cognitive status reflects the internal control level matching values fit, and intrinsic motivation level comprehensive cognitive state of psychological authorization, can be regarded as a psychological state of employees. This paper argues that knowledge staff organization innovation oriented strategic environment and the organization work environment has a direct impact on its innovation behavior, at the same time can also through the internal control level values fit, intrinsic motivation level authorized two psychological mediation variables indirectly influence on its innovation behavior. Based on the effect mechanism, this paper puts forward 12 effect relationships, set up the theoretical relationship model of this study.2. Through large-scale large sample questionnaire survey collected data, the empirical test the innovation orientation, organization climate for knowledge staff behavior influence relationship model. Based on the proposed innovation orientation, organizational climate and knowledge staff innovation behavior impact on relationship model, the approach to the study of scientific and standardized design, determine the contains 31 item variable measure scale, collected 671 effective samples data; Through the reliability and validity test, descriptive statistical analysis, show the sample data has good reliability and validity, can carry out data analysis processing; By using SPSS17.0 software to multivariate linear regression analysis, the result showed that 12 hypothesis obtained data support, to be able to verify.3. For enterprises to carry out the strategy of innovation orientation, promoting the knowledge staff to implement innovation behavior related management implications are put forward. Based on the results of empirical analysis to solve the relationship between the enterprise driving factors is not clear, is unknown, the focus of knowledge staff innovation behavior management issues, this study thinks that enterprise in implementing innovation oriented strategy not only need to set up scientific innovative business development strategy, also need to shape a good organization climate, focus on knowledge staff change values fit orientation, cultivate the employee’s sense of psychological authorization, work together to promote the innovation of the knowledge staff activities.Through qualitative and quantitative analysis of the test, main conclusions of this study will have certain practical value and theoretical significance. Can not only employee innovative behavior management for the enterprise to provide a clear focus, the role of clear path, draw management focus; At the same time, in terms of academic research, combing inspection staff can system innovation behavior influence factor, clear employee innovative behavior leading role relationship, is helpful to enrich and broaden the field of innovation behavior research and category.
