This paper has elaborated industry characteristics of port city, and analyzed the industrialrestructuring under the international conditions of harbor industry and low-carbon economy. Firstly,this paper has analyzed the influencing factors of industrial restructure under the conditions of thelow-carbon economy from technology, resource endowments, demand structure, and policiesaspects, which provides a theoretical basis for further empirical analysis. Secondly, this paper hasrespectively analyzed the characteristics of industrial energy consumption and carbon emissions,which provides a realistic basis for further empirical analysis. Thirdly, by utilizing the DEAmethod, it has selected annual average employees, total fixed assets, current assets, total energyconsumption, and total CO2emissions as input indicators, selected GDP and total profits as outputindicators, for the purpose of empirical analysis of the efficiency of the33Ningbo’s industrialsectors in2002-2010. The results show that, the efficiency of heavy industrial sectors generally ishigher than light industry’s except2009in Ningbo, which is broadly in line with the reality.Technological advances and economic scale become the main reasons for heavy industryefficiency. However, because of low pure technological efficiency and scale efficiency of mostindustries, overall efficiency of both heavy industrial sectors and light industrial sectors hasreduced. After specific analysis of2010, the most efficiency industries are harbor industries likepetroleum, chemical, electric power, non-ferrous metals, and high-profit sectors like tobacco,communications industries. Then this paper gives redundant amount of input elements in eachindustry, as the reference for industrial restructuring in Ningbo. Finally, in accordance with therequirements of low-carbon development, this paper has pointed out that Ningbo’s governmentshould promote industrial restructuring from those aspects: promoting industrial linkagedevelopment, optimizing the structure of industrial investment to restructure industries, andintensifing its efforts to energy conservation and emission reduction.
