The exploitation and development of mineral resources is significant to theheavy industry. And the healthy development of mineral industry is the basis of thesecurity of resource and energy in China. In this paper, as a case of huaping countylijiang city, yunnan province Hua ping County, located in a mountain region, isabundant with resources. As far as back to1980s’, the self-employed and privateeconomy got started, the private economy operated in the coal mine, smallhydropower development formed a certain scale and the economic vitality arousedgreat attention. Hereafter, private mineral industry developed more rapidly and coalmineral, limestone, building materials industry have been the pillar industry of thiscounty. Hua ping County grows rapidly since2000, all economic indicatorssubstantially increase, some even rank in forefront of the provincial level. All theachievements depends on the efforts to the development and utilization of mineralresources, which makes mineral industry bigger and stronger. However, the featuresof mineral development lead to many conflicts in economic areas among theresource-directed regions. Currently, the most influential one is the conflict betweenenterprises and related interest groups (called enterprise-related groups conflictsthereafter).Solving this problem is a systematic project for interest security of relatedgroups and exercise rights for local government. And the practices of solvingenterprise-related groups conflicts provide some experiences, but it needs to berefined further.At the same time, the theory and practice of enterprises’ social responsibilityget more and more attention in theoretic and business, and achieved some progress.from the perspective of domestic scholar, based on some study result for socialresponsibilities of mineral industry and other cases, the deficit and low responsibilitylevel for enterprises are common, and caused some social problems. This article is toenrich and consummate the effective system for solving enterprise-related groupsconflicts, try to study enterprise-related groups problems. And opinion and recommendations are provided from the perspective of exercising rights of localgovernments, consolidating government’s role in social responsibility, law, andsupervision, establishing and consummating the effective system for practicing socialresponsibilities and solving related conflicts etc.
