Study On The Problems Of Student Loan Scheme In China

The national student loan policy, started in1999, which is against the background ofpopularization of higher education and universities charge system reform can be viewed as akind of special bank loans led by the government and tripartite collaboration of the statefinancial interest rates, the administrative department of education in colleges and universitiesas well as the bank. It paves a way to school for poor students and strongly supports andpromotes the reformation and development of higher education, and of course, it is alsowelcomed by the masses of poor students and parents. Then, with the implementation of thenational student loan policy, a series of problems emerged. Therefore, the core idea of thispaper is how to perfect the national student loan policy to benefit more poverty students.The first part of this paper mainly discussed about the reasons of engaging in thisproblem and its theoretical value and practical significance, and according to some relatedresearches, both at home and abroad, we also put forward the research ideas and methods inthis paper. Secondly, on the basis of the theoretical achievements of other researchers, thetheory basis of student loan is also build up in this paper, which illustrates the necessities ofadopting national student loan policy and theoretical basis of the implementation of studentloan policy. Then, the discussion about the characteristics and developing trend of studentloans in different periods is carried out on the base of studies about national student loanpolicy background and its historical development. According to the analysis about gained data,this paper finds out many problems, such as imbalance between supply and demand,distribution imbalance, high default rate, etc., which exist in the process of implementingnational student loan policy and gives out the reasons of them. In the last part of this paper,several countermeasures of establishing the sustainable development of national student loanpolicy are put forward according to the our country situation, these measurements concludesfollowing aspects: extending loan time limit; setting different means of reimbursement;promoting student loans in students’ hometown; speeding up the national student loanlegislation; setting up the risk quintal mechanism which is guaranteed by our national finance primarily; establishing and perfecting personal credit system; perfecting the consulting servicesystem of national student loan; enhancing the construction of college students’ honestysystem, etc.
