National Student Loans are an important measure in the CPC Central Committee and State Council under the economic conditions of the socialist market used through the financial means to improve the funding of university policy system and increase financial assistant efforts for ordinary college students from economically disadvantaged families. To implement the National Student Loan policy is a necessary requirement for the reform of charging system for colleges and universities, and an important measure that guarantees equal opportunity for education and keeps students from dropping out of school because of family financial difficulties. It plays an important role in improving the quality of personnel training, promoting fair education, maintaining stability of colleges and universities and building a harmonious society. Over the past decade from the implementation of National Student Loan policy in 1999, it has achieved remarkable results in helping students with economic difficulties successfully finish their school. However, a number of questions have been exposed in the course of implementation.This thesis uses the theories of educational equity, public goods, sharing cost in higher education and human capital theory, takes the methods of literature material, comparison, questionnaire, interview, mathematical statistics and system analysis, sorts out the historical evolution of the National Student Loan policy and summarizes the characteristics of National Student Loan. Based on the perception and evaluation loan students hold towards National Student Loan, in seven subordinate universities in Wuhan, the author has analysed related data and summarized implementation status of National Student Loan policy in seven subordinate universities in Wuhan by evaluations and suggestions made by universities, bank officials and graduated students who have dealt with National Student Loan. On one hand, the loan resource is enough, application meeting rate is quite high, the direction of loan is clear and cultivation effect of funding is obvious; On the other hand, some problems still exist, such as low individual satisfaction rate, not enough publicity and low efficiency. The effect factors include policy level, as well as operational level. In policy level, policy goal does not coordinate with commercial operation and system supply does not match credit system. In operational level, banks lack initiative and service does not reach the designated position, colleges lack sufficient human resources and comprehensive management, students lack strong awareness to repay timely, etc. By research, the author gives advices on the sustainable development of the National Student Loan, at all levels, from the government departments, banks, universities and students. To promote the effective development of the National Student Loan, the government should optimize the legal environment and actively promote institutional innovation; banks should strengthen the sense of responsibility and focus on improving operating mode; colleges and universities should be based on educational function and systematically establish student funding system; loan students, as beneficiaries, should be grateful and integral, taking concrete actions to promote the sustainable development of the policy.In short, the government, banks, colleges and universities and students should take the initiatives to assume their responsibilities, create a cohesive force and jointly promote the sustainable development of the National Student Loan. |
