As human entered the era of knowledge economy,business and society increasinglypaid attention to knowledge workers, the difference between investors and knowledgeworkers is that the formers use their physical capital to gain proift for the enetrprise and thelatter use their own knowledge and expertise to provide services to add value for enetrprises.Because of this reason, knowledge workers has brought new confusion and diiffculties forhuman resources management, due to the autonomy and creativity of knowledge workers,their own work is not easy to measure, the traditional performance appraisal process in theapplication encountered limitations For C Institute, the research and design work is at itscore,and also R&D workers have become the core of Human Resource Management,howto establish a scientiifc and rational R&D personnel performance evaluation index systemhas been constantly exploringFirst, the author reviewed the relevant domestic and international performance appraisaltheory and methodology, as the Ml theoretical support. Secondly,in order to identiyfproblems of performance appraisal system, the author conducted a survey to C institute’sresearchers These problems mainly includes the absence of R&D personnel operatingcharacteristic analysis, resulting in a lack of differences in assessment criteria; evaluationindex is not comprehensive enough, limited to moral character, ability, diligence,andachievements, probity; unreasonable evaluation index weight distribution; one-sidedassessment methods;, the lack of communication and feedback during assessment processand so on.To solve these problems, the characteristics and job responsibilities of researchstaff were analyzed. And then combined with decomposition of R&D strategy,the authorestablished the performance evaluation index system for the research staff, includingenthusiasm for work, professional knowledge and ability to project completion rates, a check through the rate, the product development cycle,the number of new product development,new product approval success rate. There are totally14indicators.Thirdly,this papercalculate the weight of assessment index by using AHP method, forming a completeperformance evaluation index system. Finally, in order to better carry out and implement theperformance appraisal system, the author also gives a performance appraisal process and thesupport measures.
