Entering the WTO has brought both challenges and opportunities to China’s insurance.A number of foreign capital insurance companies entered China. This has brought muchmore challenges to China. Especially in attracting excellent staff that in China’s insurancecompanies. On one hand they can build themselves, on the other hand they what to weakenChina’s insurance companies’ battle effectiveness. At the same time, domestic insurancecompanies are also growing with a high speed, they can attract excellent people fromcounty owed firms as well as foreign capital companies. So People’s Insurance company ofChina is in a environment with scorching challenges. To accept such challenges and to do agood development are of most importance. The good news is that China’s policy and thesocial environment can provide fertility soil for it.This article analyses the Employees Turnover Trend problem of People’s InsuranceCompany of China Xi’an filiale from both exterior surroundings and inner managingfactors. We use qualitative analysis about exterior surroundings and quantitative analysisabout inner managing factors, and then find the key influencing factors using AHP analyzemethod. The result is that exterior surroundings are the indirect influencing factors.Recently, motivating mechanism and staff satisfaction are two key influencing factors. Thepreexistence of People’s Insurance Company of China is a large state owned company, butnow it is a joint-stock firm. Surely there are problems about motivating mechanism. Fromthe relationship between staff and managers and between themselves and also thesatisfaction about the job content and itself, we can see that, if we can enhance the staffsatisfaction, the pressure that the Employees Turnover has given to us can be slackened.About the problems we have found, the author came up with suggestions. Consideringthat improving rewarding mechanism, providing promotion space and providing trainingprojects that be beneficial to the staff’s career development can be effective approaches toperfect the motivating mechanism. On enhancing staff satisfaction, the author considered that standardize working post, building good working relationship, using teaming-working,cultivating staff’s confidence,giving them sufficient respect can do a good job. In otheraspects, some advices are also put forward, forming a whole settle scheme. We expect thatthis article can do some real contribution to People’s Insurance Company of China Xi’anfiliale.
