With China’s rapid economic and social development, the welfare-orientedpublic housing distribution system has been fundamentally eliminated in Chinasince1998. Under the circumstances of the development of national economyand national demands, China gradually formulates the three-stepped housingguarantee system; under which, the people with low income live in low-renthousings, people with middle income purchase economically affordable housingand people with high income could purchase commercial residential housings.However, due to the large population of China and the imbalanced economicdevelopment, grey area is found between the groups of different income brackets;that is to say, sandwich groups who fail to meet the standards of purchasing theeconomically affordable housings but find it difficult to buy the commercialresidential housings begin to emerge in cities. This group of people faces the dualpressure of both house-purchasing and survival. First, this paper defines anddivides the sandwich groups scientifically; then on the basis of the domestic andforeign theories on the tenure choice by the residents, and expands the influencefactors of tenure choice theory, this paper establishes the Logit model of thetenure choice of the urban sandwich group, and finds the principle of the tenurechoice when they choose thiers housings. By means of questionnaire, this papercollects the data and conduct empirical analysis of the sandwich groups inHarbin.Grey evaluation method is utilized in this paper to rate the maturity of thehousing market of Harbin so as to obtain the relevant data. The analysis ofregression is also conducted by means of binary Logit model, which shows thatthe stability factors such as age, annual income, year of working, the sense ofbelong factors brought by housing, the possibility of residence change, thematurity of housing market and the household register all exert substantialinfluences on the tenure choice of the sandwich groups’ in Harbin. However,gender, marital status, housing reserve, educational degree, the distance betweenhousing and the location of company and the forecast on the housing price do nothave obvious impact on such choice. This paper, through research, finds out thatmeasures, such as increasing the supply of public rental housings and integratingthe urban sandwich groups into the housing guarantee scope could alleviate thedifficulties and pressures of the urban sandwich groups; however, theestablishment of the base of individual information and honor as well as thestrengthening supervision mechanism of the application for and withdraw from the security housing system could further address the housing issues facing theurban sandwich groups.
