With the development of information and communication on cityconstruction, a smarter way has been found. Due to rapid urbanization, urbanpopulations have been more diversified. To meet different requirement fordifferent people at one time node, smart pace of building a city is speeding up.Under the influence of worldwide smart city construction, research of practiceand theory have entered into intensive development. Theoretically, research onassessment of building smart cities can make up in related areas. Meanwhile, inpractice, international status of metropolis in China can be promoted globally,and urban construction pattern, which are better for measuring developing leveland contributing to urban service and global intelligent construction, can beclarified.The research focused on maturity of building smart cities. Firstly, summaryand analysis of process and experience of constructing smart cities, maturitymodel and evaluation method have been done, thus theoretical bases have beenfounded. Secondly, an evaluation model on maturity of building smart cities,which including constructing pattern, evaluation indexes and maturity model, hasbeen constructed. Then, data and information have been collected throughstatistic investigation and questionnaire. At last, methods of Delphi, AHP andfuzzy assessment have been used in the evaluation of smart indicators, andpointed out the maturity grading of target city according to results.According to this research, driving factors of smart city construction wereclassified into four, and constructing pattern into five. an evaluation model onmaturity of building smart cities has been constructed.31indexes were includedin the model, and transforming criteria were formulated. The smart maturity ofempirical city was calculated and analysed. The result shows that Beijing is acity suitable for mode of multiple smart targets and have defects in few of thefive aspects of smart development. It also shows that the more constructing ofinfrastructure, the more promoting of social services. And there exists timedelay in transformation from innovation and productivity to output. So doesinfrastructure and innovation to green and sustainable environment.
