Research On The Evaluation Of Smart City Construction Level From The Public Perspective

With the development of information technology and the rapid expansion of urbanization,urban development faces unprecedented challenges.The use of emerging technologies to solve urban problems has become the theme of modern urban development.The development of new technologies such as the Internet,big data,cloud computing,and GIS has accelerated the urban development process,and smart cities have emerged under these conditions.The construction of smart cities has become the overall trend of contemporary urban development.At present,nearly all countries in the world have actively invested in the construction of smart cities.Although the construction of smart city started late in China,after nearly ten years of development,it has developed from imitative learning to leading the trend.The experience gained in the construction process has been widely recognized by many countries in Europe and America,and many demonstration cities have become the focus of foreign attention.Based on the analysis of the research status of smart cities at home and abroad,this paper puts forward the purpose and significance of the evaluation of the level of smart city construction from the public perspective.The evaluation of the level of smart city construction from the perspective of the public,is different from those of the previous evaluation systems.Based on the literature analysis,this paper verifies the scientific rationality of the evaluation angle through questionnaire.As urban development is a gradual process of continuous development from low to high,it is more appropriate to use the ability maturity to evaluate the level of smart city construction.Therefore,this paper uses the capability maturity model to evaluate the level of smart city construction from a public perspective.This paper firstly introduces the research background,research purpose and significance,and puts forward its own research viewpoints by analyzing the problems found in the literature.Secondly,through the method of questionnaire survey,we can understand the needs of the public and lay a positive foundation for the construction of the indicator system.By arranging domestic and foreign indicator evaluation systems,a preliminary framework for the indicator system can be formulated.Through factor analysis,the index factors were screened and optimized,and the evaluation system of five first-level indicators,13 second-level indicators and 28 third-level indicators was finally determined.By constructing the maturity evaluation model,levels of smart cities are classified,the corresponding standard values??of indicators are set and the scoring rules are given,and the steps and methods of maturity evaluation are introduced to pave the way for the later empirical analysis.Finally,through the fuzzy comprehensive evaluation,the sample city is empirically analyzed,and suggestions for improvement in infrastructure,public transportation and network security management,the informatization of community service,environmental protection and smart tourism are given.
