The enterprise scientifically formulate strategic planning, can enhance its marketcompetitive ability and promote the realization of sustainable development, has thevital significance.22MCC Strategic Management as a research subject, aims to designa set of strategic management system for the group’s direction for the next five yearsof development, while seeking to provide a reference for the reform and developmentof large state-owned construction enterprises.In this thesis, in accordance with a combination of theoretical and empiricalresearch ideas, brief description of the world’s leading strategic management scholarsclassic strategic management theory and the corporate value chain theory. Then alsouses the PEST model, The Five Competitive Forces model, SWOT analysis of theGroup is exposed to internal and external environment, a more comprehensive analysis,summarize and extract out the group is facing political, economic, social,technological environment, as well as in the construction industry, opportunities andthreats faced by the industry of real estate, equipment manufacturing and resourcedevelopment.Then in the environmental analysis is presented on the basis of the company’soverall strategy, strategic target system, the business strategy and function strategy.The core of its overall strategy is to improve the enterprise market transformationcapacity and reform and innovation capacity, functional strategies including talentthriving enterprise strategy, technology innovation strategy, capital operation strategy,management improvement strategies, to enhance the brand strategy, corporate culturestrategy.Finally using dynamic strategic management theory, organization theory and thestrategy of Balanced Scorecard (BSC) method, to establish a strategic dynamicadjustment mechanism, strategic performance management system, efficientorganization system of a set of strategy implementation and control system, in order to ensure the smooth implementation of the strategy. The strategic performancemanagement system this part of contents, adhere to the enterprise strategic orientation,to establish a value creation, risk control, competition ability, comprehensivemanagement of a total of four evaluation dimensions, this is the innovative applicationof the balanced scorecard, which can effectively promote the implementation of theenterprise strategy.
