Research On Evaluation Of Hunan Hengyang’s Industrial Transfer Undertake Ability

With the global economic connection deepening,industrial transfer becomes animportant economic phenomenon during different regions. It’s also a process thatsome industries in a country or region transfer to other countries or regions due to thechanges in resource supply or demand conditions. With the deepening of economicdevelopment and globalization,industrial transfer among international and regionsbecome more frequently. Since the20th century, economy around world hasexperienced three international industrial transfer waves already. During these time,many countries have their economic take-off and industrial structure upgradingcompleted.With Chinese economic developing rapidly,the development levels in eastern,middle and western areas display a marked difference. Since reform and opening up,the southeast coastal areas have been developing rapidly. But the problems aboutindustry crowded and higher labor cost increase. In recent years,many easterndeveloped regions have put in a "emptying the cage,removing the bird" strategy totransfer some labor-intensive industries and related industries which have lost theircomparative advantage to the Midwest,which has created opportunities for thedeveloping areas. Together with the problem about "middle cave" more prominent,how to use industrial transfer to play the important role in realizing the rise of CentralChina and how to undertake the industrial transfer to realize their own industrialstructural adjustment and upgrade has become a key issues that related to success orfailure of the national. As one of the demonstration areas on undertaking industrialtransfer in Hunan province,Hengyang has obvious advantages in transportation,resources and policy support. In recent years,Hengyang has committed to developeconomic,the momentum on undertaking industrial transfer is strong. So it’s of greatsignificance to study factors that influence the undertaking industrial transfer abilityand comprehensive evaluation of these factors in Hengyang. Then Hengyang will playits advantages to improve the efficiency of undertaking industrial transfer better.This article takes undertaking industrial transfer of Hengyang as the researchobject. Through a review about the relevant conception and experience aboutundertaking industrial transfer,we study the factors which will affect the ability ofHengyang undertaking industrial transfer first. Second, we choose somerepresentative cities as comparison and use principal component analysis to evaluate each index data. Then we rank these nine cities,the ability of Hengyang is belowaverage. Finally,we analyze the factors that block the play of ability to undertake andput forward to some development paths which contain levels of Macro,middle,andmicro to lift capacity.
