First in this thesis these concepts as institutional innovation, urban-ruralintegration as well as the interactive relationship between these two are analyzed.Institutional innovation is an essential condition and a necessity for the developmentof urban-rural integration and this development will lead to the institutional unbalance,which finally promotes the institutional innovation.Then those institutional factors that have affected urban and rural integration in itsway of development are analyzed. And those institutional factors include thehousehold registration system, the financial system, the rural land system and thesocial security system. The division in household registration system obstructs the freeflow and rational allocation of the labor elements, which leads to the unequalopportunities in job-finding for those rural residents. The current tax-distributionfinancial system widens the difference in the provision of public goods between theurban and rural areas, which results in the insufficient in systematic investment ofthose rural areas. The current rural land system in operation does not clearly state whoowns the property right and the power of those property rights owners is not completedas well as the connotation of those property rights is not fully stated, and all those willlead to the ineffective transfer in land-use right and the tension in man-landrelationship. The different basic medical security systems in operation under thecurrent social system have difficulty in connecting with each other, and the effectivelaw-protecting environment is lacked for operation of the basic social security system.At last based on the analyses of influencing factors of urban-rural integrationsystem and with the experiences of urban-rural integration at home and abroad arestudied, I would like to analyze and provide corresponding solutions to those questionsput forward before. First, we should promote urban-rural integration by innovating andcompleting the household registration system. To relax the restrictions on thehousehold registration at the same time differentiation census register reform policies should be carried out according to the local conditions. Second, we should promoteurban-rural integration by innovating and completing the financial system. To enlargethe scale of capital that support agriculture and to innovate the investment mechanism;to establish the fiscal policy system in which urban and rural areas are integrated toguarantee the equal opportunity to access to basic public service for both urban andrural areas; to integrate the mechanism of agriculture-supporting capital allocation, andto strengthen the supervision of the use of fund. Third, we should promote urban-ruralintegration by innovating and completing the rural land system. And these policiesmainly include clearing land property rights, protecting framers’ full rights thatattached to their land, establishing and perfecting land circulation system, as well aspromoting the reform of rural land share-holding system. Fourth, we should realize theintegration of social security for both urban and rural residents by innovating andcompleting the social security system. In order to fulfill that, on the one hand we haveto establish the platform where all kinds of systems can be unified together and canconnect themselves with the existing system; on the other hand we have to strengthenthe legal support for the innovation of the social security system.
